Regular Council Meeting <br />April 22, 2019 <br />Page 4 <br />Mayor Clifford said the only reason they had this option was because the employees had <br />done an excellent job in keeping plant in operation. Council Member Portugal inquired how the <br />size of the plant would be determined, and Water Utilities Director Doug Harris explained the <br />variables. Council Member Pilgrim said if they were going to grow Paris this was essential. He <br />also said if Paris got just one big new water user, the current plant could not handle it. In order <br />to be competitive, Council Member Pilgrim said they needed to take this step. Council Member <br />Knox expressed concern about an increase in citizens' monthly bill, but said the City had to have <br />a sewer system. Council Member Trenado said this was for the future of Paris. Council Member <br />Stone said she was in favor in moving forward and inquired about a start date. Mr. Harris said <br />they were a long way from a start date, as the engineering design would take two years to <br />complete. Council Member Hughes said it was time, and that the staff had done a good job. <br />Mayor Clifford said this was necessary. Mr. Godwin told City Council he would keep them <br />updated. <br />16. Discuss process for annual evaluations of city employees reporting directly to council. <br />Council Member Portugal inquired of City Council if they wanted to follow the same <br />procedure used for the city manager's evaluation. It was a consensus to do so. <br />17. Convene into Executive Session pursuant to Section 551.074 of the Texas Government <br />Code, (1) to deliberate the appointment, employment, evaluation, reassignment, duties, <br />discipline, or dismissal of a public officer or employee, as follows: <br />• Annual evaluation of the municipal judge; <br />• Annual evaluation of the city attorney. <br />Mayor Clifford convened City Council into executive session at 6:18 p.m. <br />18. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Clifford reconvened City Council into open session at 7:03 p.m. He said they <br />began the evaluation process. <br />19. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Council Member Portugal referenced an article in the March issue of the Texas Town and <br />City Magazine, about Gainesville, Texas' commitment to financial transparency. She said if that <br />is something they would like to see Paris do, they could let the manager know. <br />20. Adjournment. <br />There being no further business, a motion to adjourn was made by Mayor Clifford and <br />was seconded by Council Member Portugal. Motion carried, 7 ayes — 0 nays. The meeting was <br />adjourned at 7:03 p.m. <br />
