6. Public hearing to consider and take action regarding the petition of the City of Paris, <br />Texas to update Zoning Ordinance No. 1710 of the City of Paris, Texas, specifically <br />modifying regulations for Planned Development Districts. <br />Godwin states Planned Development districts are intended to be used to allow integration <br />of multiple land uses on large tracts. Godwin is recommending a minimum of ten acres <br />for Planned Developments, smaller than in many municipalities, but an improvement <br />over current practice in Paris. The final development plan, showing all integrated uses <br />and how they will fit into and affect surrounding properties becomes the custom-built <br />zoning district. A smaller area without very specific planning and performance standards <br />cannot support a truly integrated mixed-use project. O'Bryan asked if developers have <br />room to negotiate the minimum acreage. Godwin states you can make exceptions because <br />Planned Developments are a negotiated deal. If you approve a PD, the site plan that <br />shows where all the buildings and driveways are becomes the zoning ordinance, which is <br />enforceable by law. Like any zoning ordinance, it can be amended. <br />Motion was made by Chad Lindsey, seconded by John Lee to approve this item. Motion <br />carried 7-0. <br />7. Consideration of and action on the Preliminary Plat of Lot 1, Block A of the Tylers 's <br />Pizzeria Addition, located at 3610 N Main Street. <br />Easton states the owner is proposing to remodel the existing building to be a pizza <br />restaurant and has submitted a preliminary plat of the property. Water is available to the <br />site along US 271 N but that actual location of the water main must be identified and <br />proper easements dedicated as needed. Easton states we are working with them on their <br />water and sewer. Easton recommends approval with the following revisions: <br />1. Provide a site plan showing all proposed changes to the existing structures and <br />parking areas, water and sewer services, fire lanes, fire hydrants, and green space. <br />2. Provide a 20' utility easement along the frontage of US 271 N. <br />3. Identify the fire lane access easement. <br />4. Clarify ROW/Easement along the south property line, and show dimensions. <br />
