Lisa Short, 3206 Bonham Street states she does not see any problem with the request for a <br />zoning change. The salon has been there for forty or fifties years. <br />Mr. Thompson, 3206 Bonham Street, he thinks the west side needs to blossom and he <br />recommends the commission approves this zoning request. <br />Public hearing declared closed. <br />Lindsey asked Godwin to explain the intent for Neighborhood Service zoning. Godwin <br />states Neighborhood Service is a sub set of retail. It is not intended to serve a whole town <br />or a very large area. It is intended to serve a neighborhood, for example, a dry cleaners or <br />a beauty shop. It might be a small retail store. It is meant to serve a neighborhood and not <br />a citywide clientele. <br />Motion was made by Keith Flowers, seconded by Sims Norment to approve this item. <br />Motion carried 7-0. <br />Motion was made by Rick Hundley, seconded by Keith Flowers to bring James O'Bryan <br />back into the meeting. Motion carried 6-0. <br />4. Public hearing to consider and take action regarding the petition of the City of Paris, <br />Texas to update the Subdivision Regulations of the City of Paris, Texas, specifically to <br />reference the Master Thoroughfare Plan. <br />Godwin states the Future Land Use Plan was previously adopted. In the past, the city has <br />had a Master Thoroughfare Plan but it was not adopted, therefore, it is not enforceable. In <br />order to be enforceable we need to pass an ordinance, which says we can enforce the master <br />thoroughfare plan. The Comprehensive Plan Recommendation 15.15 says: "Connect the <br />subdivision regulations directly to the Master Thoroughfare Plan to ensure the city's <br />authority to enforce ROW dedications and other needed improvements for plan <br />implementation." In short, it makes sure that our future streets are consistent with the plan. <br />The second thing is having two points of ingress and egress. The third thing is right-of-way <br />dedication, which is typically done through plat approval. The dedication allows us to <br />require developers to set aside a right-of-way within their subdivision or commercial <br />development so that roads flow correctly. <br />
