Public hearing was declared open.
James O'Bryan, 3150 Bonham Street, states he is the applicant and he chose to apply for
this zoning change to make it easier for the city to manage and implement the policies. It
would be easily recognized as Neighborhood Service and conforming because right now it
is a legal non -conforming use.
Rev. Rodney C. Slaughter, 50 NW 32nd Street, states he pastors the church next to the
subject property. He has been a neighbor to Mr. O'Bryan for three years and has not had
any problems with him. He has no issues with the beauty shop next door and he thinks it is
a vital part of this community. He has given them permission to utilize the church parking
lot when needed.
Germias Garcia, 79 NW 32 Street, he asked if request is approved can the owner decide to
shut it down and bring something else in.
Godwin advised that this is a zoning request and not a special use request, therefore, if the
request is approved anything allowed in Neighborhood Service would be allowed. He states
although to his knowledge there are no plans to change from a beauty salon
O'Bryan states he wanted to reiterate that this structure was built for a beauty shop. It is
plumbed and wired for a beauty shop and they have no intentions on it being something
different. They are trying to prevent having yet another empty building.
Sheri Pritchett, 32nd Street, states the zoning change would not disrupt the neighborhood.
It has been there for numerous years. There has been no safety issues in their neighborhood
and she sees no legit reason for this not to be approved by this zoning commission.
Kim McCann, 3220 Bonham Street, states she has a petition opposing the zoning change
for James O'Bryan's home at 3150 Bonham Street. She states she is not opposed to the
beauty salon at 10 NW 32nd Street. There is no issue with the salon as it is very low impact
and has been there since she was a child.
