Regular Council Meeting <br />July 22, 2019 <br />Page 4 <br />Lisa Mikatarian of the Paris Film Festival Group said the theme was Love and it was <br />going to be a boutique film festival, so the ambience was very important. She said more green <br />space would be good. She also asked that around the first of the year the City review what was <br />going to be complete and what was not, so that they could plan. <br />15. Discuss and act on a lease agreement with Samantha Hughes for the Event Center. <br />Council Member Hughes recused himself due to a conflict of interest, and left the <br />meeting at 5:45 p.m. <br />Mr. Godwin said in 2015, the Red River Valley Fair Association transferred their Events <br />Center to the City. He also said the City made repairs to the facility, increased overall rentals, <br />and developed programming for seniors but the building was still underutilized. Mr. Godwin <br />explained that Samantha Hughes wanted to lease the facility to prepare and serve meals under a <br />federal program, and other related uses. He said the monthly rental would be $1,200. Council <br />Member Stone inquired if the program would be city wide, and Mr. Godwin said initially it <br />would be the boys and girls club. Council Member Knox inquired if that rental income was <br />included in the budget, and Mr. Godwin said it was not. She asked where the money was going <br />to be spent and he said it could be spent downtown or to fix the building. In the interest of <br />transparency, Council Member Knox said she wanted the income to be reflected in the budget. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Stone. Motion carried, 4 ayes — 0 nays. <br />Council Member Hughes returned to the meeting at 5:48 p.m. <br />16. Discuss and act on the fiscal year 2019-20 Annual Program of Work and Budgets for <br />Love Civic Center and the Visitors & Convention Council. <br />Chamber President Paul Allen expressed his appreciation for the support shown by the <br />City. He reviewed the Visitors & Convention Council's income and expenses. He briefly spoke <br />about the new events they were trying to get to come to Paris, and asked for an additional <br />$50,000 for this account and if they did not need it, they would not use it. Next, Mr. Allen <br />reviewed the Love Civic Center budget and said they were going to pull $200,000 out of reserves <br />and would do a budget amendment in September. He explained that they were going to get <br />started on the renovations. Mr. Allen reviewed the income and expenses, and said they would be <br />adding the capital improvement account. Council Member Knox said she was pleased with the <br />presentation of the budgets and what was taking place, as did Council Member Pilgrim and <br />Mayor Pro -Tem Portugal. <br />A Motion to approve the budgets was made by Council Member Pilgrim and seconded by <br />Council Member Knox. Motion carried, 5 ayes — 0 nays. <br />17. Discuss and provide direction to staff on the FY 2019-2020 budget for the City of Paris. <br />
