Item No. 13 <br />M7 RM -1 (' <br />01 Ml� <br />TO: Mayor & City Council <br />Gene Anderson, Interim City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: CHURCH STREET CONSTRUCTION CONTRACT CHANGE ORDER — <br />WASHINGTON, PARKING LOT, HUBBARD <br />DATE: August 19, 2019 <br />BACKGROUND: In July 2018, a construction contract was awarded to Richard Drake <br />Construction (RDC) in the amount of $2,922,117.65 for the reconstruction of Church Street from <br />Hearne to Clarksville. The project consists of full depth asphalt pavement with concrete curb <br />and gutter, sidewalks, and water and sewer utility improvements. The contract time for <br />completion of the project is 300 calendar days, and time commenced October 1, 2018. <br />STATUS OF ISSUE: RDC has made significant progress on the project despite a very wet <br />weather year. During the winter and spring months, the project was delayed for weeks at a time <br />due to rain. As such RDC has requested a contract time extension of 54 days. <br />The 2017 Street Bond Fund also provides for the resurfacing of Washington Street. Staff <br />proposes to add Washington Street mill and inlay to the Church Street project in order to <br />complete the work this year. This will save time and money under the bond program while still <br />achieving the improvements along Washington. It will also reduce the inconvenience to the <br />neighborhood by completing the construction altogether. The cost to resurface Washington <br />Street from Church St to 3`d SW is $64,743.60. <br />Also, there is a gravel lot at the corner of Church Street at Kaufman that is owned by the city, <br />and it is a good location to add paved parking spaces to serve the downtown. Staff proposes to <br />asphalt the lot while completing the Church St improvements, providing 16 marked parking <br />spaces. The cost to asphalt and stripe the lot is $17,660.00. <br />And lastly, the Public Works Dept has completed multiple utility cuts and street patches on <br />Hubbard Street between Collegiate and Johnson Woods Drive. The road desperately needs a <br />complete resurfacing, but the cost is just enough to require the work to either be competitively <br />bid, or added to an existing contract by change order. RDC has provided a quote for the work <br />and it is consistent with the pricing under the Church Street contract, with the addition of a <br />
