Regular Council Meeting <br />September 23, 2019 <br />Page 8 <br />explained the increases were offset by decreasing other departmental budgets, which had an <br />appropriation surplus. <br />A Motion to approve this item was made by Mayor Clifford, and seconded by Council <br />Member Knox. Motion carried, 6 ayes — 0 nays. <br />19. Discuss and act on budget amendments to Paris Economic Development's Budget FY <br />2018-2019. <br />PEDC Board Member Tim Hernandez presented the budget amendments to City Council. <br />He explained the changes were necessitated by additional personnel expense for the end of year <br />payroll, for debt service to bank loans for the purchase of land for the SW Business Park, and the <br />$1,000,000.00 incentive to American Spiral Weld Pipe. He also said new industry projects <br />increased to $535,000.00 since they were not started before the beginning of the fiscal year. Mr. <br />Hernandez said that the PEDC Board approved the changes at their September 17, board <br />meeting. He also said the amendments increased the total PEDC budget by $629,757.70. <br />A Motion to approve this item was made by Mayor Clifford, and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />20. Discuss and act on proposals from executive search firms regarding City Manager <br />recruitment services. <br />Mr. Anderson said at the August 26 meeting, City Council directed staff to contact <br />executive search firms to submit proposals for executive search and selection services regarding <br />the vacant city manager position. Mr. Anderson reported that notice was published, and five <br />selected firms were notified by email, and the City had received proposals from all five of the <br />selected firms. Mr. Anderson introduced Priscilla Wilson from the Mercer Group and Chuck <br />Rohre from Baker Tilly. Both firms gave presentations and answered questions from City <br />Council. <br />Mayor Clifford inquired about presentations from the other three firms. Mr. Anderson said <br />they could not be at the meeting tonight, but indicated they could come October 14. Council <br />Member Portugal favored a special meeting to invite them to give presentations prior to the <br />annual upcoming conferences because the firms would be in contact with city managers across <br />the nation. Mr. Anderson said he would contact the remaining firms to find out if they could <br />give presentations on September 30. It was a consensus of City Council to call a special meeting <br />for September 30, if Mr. Anderson could get the firms scheduled at that time. <br />21. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />None were referenced. <br />
