Discuss and act on ORDINANCE NO. 2019-039: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTIONS 7-19, <br />"PERMIT FEES," AND 34-4, "APPLICATION AND FEE FOR WATER AND SEWER <br />TAPS," OF THE CODE OF ORDINANCES TO CONFORM WITH STATE LAW; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE, <br />"APPLICATION AND FEE FOR WATER AND SEWER TAPS," OF THE CODE OF <br />ORDINANCES TO CONFORM WITH STATE LAW; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />Ms. Easton explained the city permit fees had not been updated in many years and the <br />current tap fees did not cover the actual cost of work. She said recent changes to state law <br />prohibited a municipality from assessing residential permit fees based on project valuation. She <br />also said staff had compared fees to surrounding jurisdictions and proposed an update to the fee <br />schedule so that the City would comply with state law and cover actual costs. <br />A Motion to approve this item was made by Council Member Pilgrim, and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />18. Discuss and act on ORDINANCE NO. 2019-040: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND DIRECTING <br />THE DIRECTOR OF FINANCE TO TRANSFER UNENCUMBERED FUNDS FROM <br />VARIOUS DEPARTMENTS TO OTHER DEPARTMENTS WHICH ARE EXPECTED <br />TO OVER -EXPEND THEIR ORIGINAL BUDGET APPROPRIATIONS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; NAD <br />PROVIDING AN EFFECTIVE DATE. <br />Interim City Manager Gene Anderson explained this was the year-end housekeeping <br />ordinance increasing certain departmental budgets to cover anticipated expenditures.
