Regular Council Meeting <br />September 23, 2019 <br />Page 6 <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Clifford closed the public hearing. <br />A Motion to approve the zoning change was made by Mayor Clifford, and seconded by <br />Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />15. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2019-037: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE HALL ADDITION CB 154, <br />BLOCK A, LOT 3, LOCATED AT 801 W. WASHINGTON STREET, IN THE CITY <br />OF PARIS, LAMAR COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C) TO <br />A MULTI -FAMILY DWELLING DISTRICT (MF1) DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Easton said the proposed zoning change was for a Multi -Family Dwelling District <br />No. 1 for the purpose of selling the land. She also said the future land use plan called for the lot <br />to be Light Industrial and the existing zoning in the area was Multi -Family Dwelling District No. <br />1 and Light Industrial. Ms. Easton reported that the Planning and Zoning Commission <br />recommended approval, as did staff. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. Shelley Stephens with <br />Harvey 21 Properties spoke in support of the zoning changes, citing in order for Mr. Hall to sell <br />the property as residential, that the zoning would need to be changed. With no one else <br />speaking, Mayor Clifford closed the public hearing. <br />Council Member Pilgrim said Mr. Hall owned three properties and it would be difficult <br />putting industry on those properties, because housing was around those properties. <br />A Motion to approve the zoning change was made by Council Member Pilgrim and <br />seconded by Mayor Clifford and Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />16. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2019-038: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE HALL ADDITION CB 154, <br />BLOCK A, LOT 2, LOCATED AT SOUTH SIDE W. WASHINGTON STREET, IN <br />THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A LIGHT INDUSTRIAL <br />DISTRICT (LI) TO A TWO-FAMILY DWELLING DISTRICT (2F), DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />
