Regular Council Meeting <br />September 23, 2019 <br />Page 5 <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Ms. Easton said this lot was currently zoned Agricultural and the change requested was to <br />a Two -Family Dwelling District for the purpose of constructing a duplex. Ms. Easton also said <br />the future land use plan called for this lot to be Low Density Residential and the properties on the <br />north side of Pine Mill Road were currently used for single-family residential. Ms. Easton said <br />the Planning and Zoning Commission recommended approval of the zoning request by a 3-2 <br />vote, and that staff recommended denial of the zoning change request. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change request, to please come forward. <br />James Martinez, 820 -42nd S.E., spoke in support of the zoning change and said that a <br />duplex fit in better than a single residence, because there were duplexes across the street. <br />With no one else speaking, Mayor Clifford closed the public hearing. <br />Mayor Clifford said he had driven by this lot, and there were duplexes across the street <br />and he was in favor of the zoning change. Council Member Knox said she had also driven by <br />and she thought this was appropriate for the lot. Council Members Portugal, Stone and Hughes <br />favored the zoning change. <br />A Motion to approve the zoning change was made by Council Member Portugal and <br />seconded by Mayor Clifford. Motion carried, 6 ayes — 0 nays. <br />13. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2019-036: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK 222-B, LOT 19, <br />BEING LOCATED AT 2508 E. PRICE STREET, IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, FROM A SINGLE-FAMILY DWELLING DISTRICT (SF2) TO A <br />FOUR -FAMILY DWELLING DISTRICT (4F); DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Easton said this lot was currently zoned One -Family Dwelling District and the <br />proposed zoning change was to a Four -Family Dwelling District for the purpose of constructing <br />a quadplex. Ms. Easton also said the future land use plan recommended the lot be Low Density <br />Residential with Medium Density elsewhere. Ms. Easton reported that the Planning and Zoning <br />Commission recommended approval of the zoning request, as did staff. <br />
