Regular Council Meeting <br />September 23, 2019 <br />Page 4 <br />SINGLE-FAMILY DWELLING DISTRICT (SF -2) TO A NEIGHBORHOOD <br />SERVICE; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING <br />MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mayor Clifford said for this zoning change to pass, it would require a unanimous vote <br />because they were missing a council member. Mayor Clifford inquired of City Council how they <br />wanted to proceed. It was a consensus of City Council to move forward with consideration of <br />this item. <br />Ms. Easton explained this lot was currently zoned Single -Family Dwelling and the <br />proposed change was for a Neighborhood Service for the purpose of continuing to operate a <br />beauty salon. She said the Planning and Zoning Commission recommended approval of this <br />zoning change. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. <br />Lisa Short, 3206 Bonham Street, said the beauty shop had been at the same location for <br />forty-nine years and she was in support of the zoning change, because local people could walk to <br />the shop. Sherry Pritchard, 96-32"d N.W., also spoke in support of this item, citing the future <br />land use plan allowed it. Kim McCann, 3220 Bonham Street, spoke in opposition and said the <br />message was the neighborhood wanted it to remain residential. Jessica Holtman, 100 N. Main <br />Street, spoke in support of the zoning change. James O'Bryan, 3150 Bonham Street, spoke in <br />support of this zoning change, and said the beauty shop was built in the sixties and a certificate <br />of occupancy was issued. <br />With no one else speaking, Mayor Clifford closed the public hearing. Mayor Clifford <br />said he supported this zoning change. Council Member Pilgrim agreed with the Mayor, and said <br />this was obviously a personal issue. Council Member Knox concurred with Mayor Clifford and <br />Council Member Pilgrim. Council Member Hughes supported the item, as did Council Members <br />Stone and Portugal. <br />A Motion to approve the zoning change was made by Council Member Hughes and <br />seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />12.
