.. -:ontract for Redistricting Services between Map Resource, Ine. and The City of Paris, Texas The City of Paris. Texas, hereinafter referred to as the "City", hereby retains and employs Map Resource, Inc., hereinafter referred to as "MRI", to prepare, and assist in the submission of a plan to the United States Department of Justice for the reapportionment and redistricting of City single member districts, together with all related voting precincts for City election boundaries. MRI shall participate in the formulation of such political boundaries and shall provide such statistical, demographic, mapping and graphics services as may be necessary to complete the project Also under this contract, the fum of McGinnis, Lochridge & Kilgore, L.L.P. will provide all necessary legal advice to accomplish the stated objectives of the project Services Provided The services provided are: . Initial Evaluation which includes: A review and written evaluation of the City's charter ll!ld related voting laws and ordinances which will affect redistricting. A narrative evaluation of the current diS'.rict boundaries, noting issues which need to be corrected. Statistical analysis of each of the current City Single Member Districts (SMD's). Maps showing current SMD boundaries and ethnic minority concentrations. A personal visit to the city to meet with the City Council to discuss the Initial Evaluation document and gather information for the redistricting process. Recommendations for conducting public hearings. . Preliminary Redistricting Plan which includes: Statistical analysis of the SMD's for up to three (3) alternative proposed redistricting plans. Maps showing the proposed SMD boundaries for all three alternatives. A list of recommended action steps to arrive at the Final Redistricting Plan. One personal visit to City to meet with the City Council and/or participate in public hearings. . Fmal Redistricting Plan which includes: One revision (if necessary) to one of the proposed alternative redistricting plans to arrive at the [mal district bOlllldaries for the SMD' s. A narrative evaluation of the proposed redistricting plan emphasizing why it should be adopted. Statistical analysis of the new SMD's illustrating equal apportionment Maps showing the new SMD's along with natural boundaries and other significant geographic features (i.e. roads, railroad tracks, rivers, polling places) which influenced the selection of proposed boundaries. A personal visit to City to present the Final Redistricting Plan and to answer questions regarding it Development and submission of a document to the U.S. Justice Department seeking pre-clearance for the proposed SMD boundaries.
