Regular Council Meeting <br />October 14, 2019 <br />Page 3 <br />CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE <br />FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Council Member Pilgrim inquired if this was a renewal. City Clerk Ms. Ellis said it was <br />not, but was a new company. She also said staff had received all proper paperwork and Mr. <br />Boswell was at the meeting, should they have questions of him. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Stone. Motion carried, 4 ayes — 0 nays. <br />11. Discuss and provide direction to staff on a request for creating a safe zone at local hotels <br />in the City of Paris, Texas. <br />Chief Hundley presented the call service of thirteen hotels over the last year, and said <br />four of those had above average calls. He said what he would like to do is to go to those hotels <br />and work with them about taking steps to lower the incidence of calls for service. Chief Hundley <br />said the police department uses community policing in other hot spots and it had been successful. <br />He said he would rather focus on the problem and not burden all of the hotels. <br />Council Member Stone asked if he had a plan for talking with hotel managers, and he <br />answered in the affirmative. Chief Hundley said he wanted to try to get voluntary compliance. <br />City Attorney Stephanie Harris said putting an ordinance in place for extended stay might <br />possibly violate fair housing. Mayor Pro -Tem Portugal recognized that the top four highest for <br />calls were quite a bit higher than the others on the list. Chief Hundley said he would like to try <br />this for ninety days. Ms. Nicholson said if someone was breaking a law that the City needed to <br />have an ordinance in place. Council Member Pilgrim said he understood Ms. Nicholson's point <br />but they did have State Laws to enforce when someone was breaking the law. He also said that <br />the City had ordinances in place that it could not enforce. Council Member Pilgrim favored <br />revisiting this in ninety days. Council Member Knox asked Chief Hundley what he was <br />proposing to do that he had not done in the past. Chief Hundley said there were hot spots all <br />over town and proposed to put resources on this hot spot. Council Member Knox wanted to <br />know what would happen in ninety days when he pulled his resources from this hot spot, and <br />they come back to these locations. Chief Hundley said if this did not work, he would come to <br />them asking for an ordinance. He said he felt there were a couple of them that would not <br />cooperate. <br />It was a consensus of City Council to give Chief Hundley ninety days to focus on <br />decreasing calls of service with the cooperation of the hotels. Mayor Pro -Tem Portugal asked <br />that an item be placed on their first meeting in January to receive a report from Chief Hundley <br />about this subject. Council Member Pilgrim asked that they be thinking about an ordinance <br />should one be needed. <br />
