Discuss and act on RESOLUTION NO. 2019-036: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING THE CONTINUED <br />RECEIPT OF A STATUTORY SHARE OF BINGO PRIZE FEES COLLECTED ON <br />CHARITABLE BINGO ACTIVITY THAT OCCURS WITHIN THE CITY; AND <br />DIRECTING THAT THE TEXAS LOTTERY COMMISSION SHALL BE PROMPTLY <br />PROVIDED A TRUE AND CORRECT COPY OF THIS RESOLUTION UPON <br />ADOPTION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Interim City Manager Gene Anderson explained that non-profit charitable organizations <br />conducting bingo in Texas collect a 5% fee on prizes awarded. He said the City currently <br />receives a portion of prize fees collected by those organizations with the City. Mr. Anderson <br />also said HB 914 required approval of the City Council to continue the City's eligibility to <br />receive a share of bingo prize fees collected after January 1, 2020. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Knox. Motion carried, 4 ayes — 0 nays. <br />13. Discuss and appoint one member to the Library Advisory Board to fill the unexpired term <br />of Christina Schock. <br />Mayor Pro -Tem Portugal referenced parliamentary procedures and inquired of Council if <br />there was any objection of taking all nominations and taking a vote on each candidate beginning <br />with the first nomination. There were no objections. <br />Mayor Pro -Tem Portugal opened the floor for nominations. Council Member Pilgrim <br />nominated Elaine Pollard; Council Member Stone nominated Wendy Hamaker; and Council <br />Member Knox nominated Sherry Torres. With no further nominations, Mayor Pro -Tem Portugal <br />closed the floor for nominations. <br />Mayor Pro -Tem Portugal called for a vote on Elaine Pollard, who received one vote; she <br />called for a vote on Wendy Hamaker, who received two votes; and called for a vote on Sherry <br />Torres, who received one vote. Wendy Hamaker was appointed to the Library Advisory Board. <br />14. Discuss and act on meeting dates for November and December. <br />Ms. Ellis said normally the last meetings in November and December were cancelled, <br />and recommended Council cancel those meetings. Council Member Pilgrim expressed concern <br />if the search firm brought forward applicants to be interviewed. City Attorney Stephanie Harris <br />said they could call a special meeting. <br />A Motion to cancel the second meetings in November and December was made by <br />Council Member Knox and seconded by Council Member Pilgrim. Motion carried, 4 ayes — 0 <br />nays. <br />
