REGULAR MEETING MINUTES <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 EAST KAUFMAN <br />PARIS TEXAS <br />WEDNESDAY SEPTEMBER 11 2019 <br />Present Absent <br />Chris Dux, Chairman Randy Hider, Secretary <br />Matt Coyle, Vice Chairman <br />Linda Vandiver <br />Laura Caffey Guests <br />Glee Emmite Kelli Mallicote <br />Mike Lazar Marvin Gorley <br />Dr. Keith and Janet Green <br />Cheri Bedford, HPO <br />Linda Knox, Council Liaison <br />Chairman Dux called the meeting to order at 4:05p.m. <br />The August 14, 2019 meeting minutes were approved by acclamation. <br />Chairman Dux led the commission in a discussion on potential residential facade grants to <br />incentivize homeowners. He noted the Historic Preservation budget increase with the intention of <br />adding residential grants. There was a brief review of the grants given, and discussion on when <br />the status of fagade grants had changed to commercial district only. <br />Commissioner Dux requested a review of the current grant requirements. He noted the residential <br />historic districts other than Church Street and suggested residential grants should apply to all <br />owners of landmark properties. Commissioner Vandiver agreed. <br />Council liaison Linda Knox spoke to the commission and explained that she had forwarded an <br />email from the former City Manager, showing an increase in the budget for Church Street <br />Historic district. She said that although she wasn't aware of other residential districts at the time, <br />her intent was to make sure there was an incentive for historic district homeowners who are <br />required to follow the same guidelines as the commercial historic districts. She stated it was up <br />to the commission to determine the grant guidelines pertaining to residential grants. Chairman <br />Dux asked to review the Landmark Historic Districts on the city GIS map. The commission <br />discussed the guidelines for residential grants. Commissioner Lazar voiced concern with <br />eyesores in the residential district and thought they should be a priority to improve the look since <br />the City of Paris was making a huge investment on Church Street. Commissioner Coyle <br />suggested they not try to give preference to what projects receive grants, but let the homeowners <br />and building owners submit their project for review by the commission. He pointed out that all <br />projects must meet the Design Standards and receive a certificate of appropriateness. After <br />further discussion Commissioner Vandiver made a motion to recommend to the City Council: <br />All Landmark Historic Districts are eligible for faVade grants. The amount of the grant monies <br />
