Item No. 13
TO: City Council
Gene Anderson, Interim City Manager
FROM: Bob Hundley, Chief of Police
SUBJECT: AMENDMENT TO CITY ORDINANCE 26-9
DATE: December 31, 2019
BACKGROUND: Under civil service, base pay for police officers is required to be the same
amount. In 2004, seniority pay was granted by council action for police officers as an enticement
for officers to remain with the department. The ordinance was last amended to provide additional
service steps for increases. Seniority pay is the only option for any increase associated with time
in grade to promote longevity in the department. When this ordinance was amended last year, there
were plans to adjust supervisory pay in the next year's budget.
STATUS OF ISSUE: The 2019-2020 Budget was approved with a compression of these steps to
allow a supervisor to attain the maximum seniority pay at 12 years' service instead of 20 years by
rank. This change will be effective for the payroll including January 1, 2019.
BUDGET: The projected cost of $26,146.94 for this change was included in the 2019-2020
approved budget.
RECOMMENDATION: Amend the ordinance to reflect the changes in the approved budget.
