Item No. 13 <br />TO: City Council <br />Gene Anderson, Interim City Manager <br />FROM: Bob Hundley, Chief of Police <br />SUBJECT: AMENDMENT TO CITY ORDINANCE 26-9 <br />DATE: December 31, 2019 <br />BACKGROUND: Under civil service, base pay for police officers is required to be the same <br />amount. In 2004, seniority pay was granted by council action for police officers as an enticement <br />for officers to remain with the department. The ordinance was last amended to provide additional <br />service steps for increases. Seniority pay is the only option for any increase associated with time <br />in grade to promote longevity in the department. When this ordinance was amended last year, there <br />were plans to adjust supervisory pay in the next year's budget. <br />STATUS OF ISSUE: The 2019-2020 Budget was approved with a compression of these steps to <br />allow a supervisor to attain the maximum seniority pay at 12 years' service instead of 20 years by <br />rank. This change will be effective for the payroll including January 1, 2019. <br />BUDGET: The projected cost of $26,146.94 for this change was included in the 2019-2020 <br />approved budget. <br />RECOMMENDATION: Amend the ordinance to reflect the changes in the approved budget. <br />
