<br />22. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-011: AN
<br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
<br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS,
<br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK A, LOTS 7 AND
<br />8 IN THE WYNNWOOD ADDITION, LOCATED AT 830 S. COLLEGIATE STREET,
<br />IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A SINGLE-FAMILY
<br />DWELLING DISTRICT NO. 2 (SF -2) TO A TWO-FAMILY DWELLING DISTRICT
<br />(2F); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP
<br />OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE,
<br />A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE
<br />DATE.
<br />City Engineer Carla Easton explained that Scott McDowell applied for a zoning change
<br />to be able to build a duplex. Ms. Easton also explained that much of the lot was within the
<br />FEMA designated floodplain, as well as the floodway. She said that Judge McDowell had
<br />already completed the necessary submittals to FEMA in order to gain pre -approval of the
<br />development, and all improvements to the lot would have to meet FEMA requirements. She said
<br />given the adjacent developments along this section of S. Collegiate Drive, a duplex would
<br />provide a good transition to the adjacent neighborhood. Ms. Easton said the Planning and Zoning
<br />Commission voted to approve the zoning change, and staff also recommended approval.
