Regular Council Meeting April 13, 2020 Page 4 Mayor Clifford inquired of Ms. Ellis if she received any e-mails about this item. She said she received an e-mail from Casey Gain, who was representing Scott McDowell in this process. She also said Mr. Gain was attending the video conference. Mayor Clifford opened the public hearing and asked for anyone wishing to speak in support or opposition of this item, to please do so. Casey Gain referenced the e-mail along with photos he had asked Ms. Ellis to forward to the City Council and in summary, spoke in support of the zoning change. With no one else speaking, Mayor Clifford closed the public hearing. Council Member Portugal asked Mr. Gain if there was any opposition to the zoning change from the neighbors, and he said there was not. A Motion to approve the zoning change was made by Council Member Knox and seconded by Mayor Clifford. Motion carried, 7 ayes — 0 nays. 23. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-012: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK 307, LOT 5B, LOCATED AT 2885 NORTH MAIN STREET, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM PUBLIC LANDS AND INSTITUTIONS (PLI) TO A COMMERCIAL DISTRICT (C); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Ms. Easton explained that Grace Bible Church was requesting the zoning change so they could utilize the old DPS Building as their church. She said that the Planning and Zoning Commission voted to approve the zoning change, and staff recommended approval. Council Member Knox said churches could go anywhere and inquired why they selected a property that was Public Lands and Institutions. Ms. Easton said there was an existing building on the property and they planned to renovate the building for their church.
