Regular Council Meeting <br />April 13, 2020 <br />Page 5 <br />THE BROOKSIDE ADDITION, BEING LOCATED AT 803 S.E. 24TH STREET, IN <br />THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A GENERAL RETAIL <br />DISTRICT (GR) TO A GENERAL RETAIL DISTRICT (GR) WITH A SPECIFIC USE <br />PERMIT (SUP) FOR A TATTOO SHOP, DIRECTING A CHANGE ACCORDINGLY <br />IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Easton explained the applicants wanted to put in a tattoo shop and the property was <br />in an existing strip retail/office store. She said they would be required to have a specific use <br />permit, and said they were going to see customers by appointment only. Ms. Easton said the <br />Planning and Zoning Commission approved this request, and staff recommended approval. <br />Mayor Clifford inquired of Ms. Ellis if she received any e-mails about this item, and she <br />told him she did not. Mayor Clifford Mayor Clifford opened the public hearing and asked for <br />anyone wishing to speak in support or opposition of this item, to please do so. With no one <br />speaking, Mayor Clifford closed the public hearing. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Hughes. Motion carried, 7 ayes — 0 nays. <br />25. Discuss and act on ORDINANCE NO. 2020-014: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MAYOR'S <br />DECLARATION OF LOCAL DISASTER FOR PUBLIC HEALTH EMERGENCY <br />AND ORDER DATED MARCH 19, 2020, AS EXTENDED AND AMENDED IN <br />RESOLUTION NO. 2020-011, AND ALL SUPPLEMENTAL ORDERS THERETO, <br />FOR AN ADDITIONAL THIRTY (30) DAYS; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mayor Clifford said the initial declaration was passed by his authority, then extended by <br />City Council on March 26. Mayor Clifford said the declaration would expire April 26, and he <br />would like to look at extending the declaration an additional thirty days, which meant it would be <br />extended through May 26. Mayor Clifford also said the City Council could rescind or make any <br />changes they felt were necessary. Mayor Clifford reviewed his recommendations as being the <br />practice of social distancing, no more than ten people getting together, wearing masks in public <br />places, stores limiting the number of people so that they maintained social distancing, the curfew <br />of minors from 10:00 p.m. to 6:00 a.m. Mayor Clifford cited this new ordinance would mandate <br />that all staff members wear masks in nursing homes. He also said that an administrative decision <br />was made to close all parks except for the Trail and Dragon Park. <br />City Council discussed the option of opening up the Oak Park Methodist Church and <br />Leon Williams walking trails. Council Member Hughes said he was concerned about the trail at <br />Leon Williams because of people congregating. Council Member Stone expressed concern about <br />opening the walking track at Oak Park, because people would be inclined to let their children get <br />
