City of Paris Grant Application for Fiscal Year 2021 https://abtpa.tamu.e"Apphcation/PrintApplication.asp?ApplD=159& <br />from time to time related to insurance fraud and these vehicles are almost impossible to identify in most cases <br />without a trained auto theft investigator. The burn vehicles found seem to increase with the deteriorating <br />economy. Presently the economy is good so we have seen very few vehicle burns linked to criminal activity. <br />While obviously our task force does not have the auto theft numbers of a large metropolitan area, there is still a <br />small amount of trained auto theft investigators in our large rural coverage area even in the bigger cities of <br />Sherman, Greenville and Texarkana. <br />2.3 Describe the geographical target area intended for this application. Include information about the taskforce <br />governing and command structure. Include a description of the coverage area(s) and the nature of support and <br />agreements supporting this application. <br />The Task Force target area is going to be the City of Paris and Lamar County, with support and assistance in <br />the other counties of the coverage area. The task force routinely support law enforcement agencies in our <br />coverage area, but especially in the counties adjacent to our area. Currently, we are doing VTR-68A's in PARiS <br />and BONHAM (FANNIN COUNTY). The 68's are done for citizens across the complete coverage area and the <br />separate locations are to cut the drive times for citizens as much as possible. Currently the majority of the 68A's <br />are done for citizens coming from the west part of our coverage area specifically GRAYSON, DENTON and <br />COLLIN COUNTY area. Currently we have a letter of agreement with the LAMAR COUNTY ATTORNEY'S <br />OFFICE. The Sheriff of Lamar County is fully supportive of the Task Force as we investigate the majority of their <br />auto theft cases. The counties adjacent to LAMAR COUNTY all support the task force as they benefit the most <br />from the Task Force's support and assistance when they need it. Typically this is assistance with burn vehicles <br />as only two counties in our coverage area has active auto theft trained investigators and we are planning on <br />trying to add on them to the task force if funds come available. There are (9) nine different counties in our <br />coverage area with over (30) thirty Police departments. A lot of those agencies have fewer than (5) five police <br />officers. <br />The Task Force is comprised of only (2) two Detectives that are both assigned to the criminal Investigative <br />division of the PARIS POLICE DEPARTMENT. Both Detectives are supervised by (1) one of the (2) two <br />Lieutenants in the criminal investigative division. The Lieutenant reports to a Captain In Criminal Investigation <br />that is supervised by the Assistant Chief of Police and Chief of Police. The Chief of Police is the project director <br />for the program and the Senior Detective is the Project Manager. <br />2.4 Will the program described in the application cover the community(les) at large or will all or any part of this <br />program be directed to serve a specific target population? If No or Both, please describe the problem <br />supporting the need for a special target population. <br />No the Northeast Texas Auto Theft Task Force plans to support the community at large. <br />Grant Goals and Activities <br />There are two parts to this section: 1) Functions of Proposed Program and Goals Strategies and Activities (GSA). In <br />the following boxes, describe the functions of the proposed program and then complete a fellable form called GSA. <br />MVCPA programs must completely describe the functions they will perform in implementing the program. If <br />Awarded, funds expended towards activities not described in this section will result in the reimbursement being <br />denied. <br />1 TM 91 <br />3.1 Functions of the Proposed Program Related to Burglary of a Motor Vehicle <br />The Northeast Texas Auto Theft Task force is assigned or made aware of every burglary motor vehicle report <br />that is reported to the PARIS POLICE DEPARTMENT: These cases are assigned the cases that are solvable <br />and are provided and FYI for all the other burglaries. Task Force Detectives follow up on leads in these case <br />and commonly use social media to assist in identifying suspects caught on home and business videos. Task <br />Force Detectives commonly assist burglary detectives as their suspects have been found to involved in both car <br />burglaries and residential/commercial burglaries. We have found this to be a good way to increase our <br />manpower in these cases. The Task Force have found, that when time permits, that solving auto burglaries as <br />fast as possible tends to reduce the cases as a car burglary will commit hundreds of burglaries but if caught <br />early they do not tend to re offend in that type of crime, at least in our area. The suspects in these case tend to <br />be young 13-25 year old males. The Task Force also plans to partner with local media to use public awareness <br />and spread the message to protect its yours to get citizens to lock their cars.
