Citizens tend to get complacent in locking their cars after several months in their <br />neighborhood with little to no crime problems. Patrol Officers are also unable, typically, to stop these thefts even <br />when a area is targeted several nights out of a week. Extra patrol of these areas are done as time permits and <br />Patrol Officers typically are going from call to call especially in the summer time. Task Detectives have been <br />effective changing our hours when a targeted area is identified and being able to focus on the area and not <br />answer calls have lead to arrests. We plan to continue to use this strategy when possible. Task Force <br />Detectives, furthermore, will do surveillance and develop leads when possible to run search warrants to recover <br />property stolen in auto burglaries and make arrests based on those investigations. <br />The Task Force continues to work with other law enforcement units/ agencies in our area to include State, <br />Sheriff and Constables to assist in way to combat auto burglary. Task Force Detectives commonly follow up on <br />leads provided by these agencies and assist when asked with auto burglary cases any where in our coverage <br />area. Detectives attend intelligence meetings and pass on information to other agencies when possible and <br />alert local businesses when we see a trend e>fiecting other areas in coverage area. The Task Force commonly <br />assist with the smaller agencies and communities in LAMAR COUNTY as sometimes car burglars will commit <br />crimes in PARIS and around other parts of the county. Task Force Detectives are on call and will assist any <br />agency at any time that contact is made requesting our assistance in the coverage area in relation to auto <br />burglaries. <br />Task Force Detectives will try to keep our community and business partners aware of vehicle crimes in the <br />coverage area that are found to be a pattern by location or time and or any other time it may be necessary to <br />make them aware of criminal activity in relation to vehicle crimes. The Task Force will attempt to identify prolific <br />car burglars and make an effort to make their investigations a priority as time allows. <br />Task Force Detectives will assist on crime scenes when contacted by patrol especially when several vehicle <br />burglaries are found in one night and our assistance is requested or determined to be needed. This will include <br />fingerprinting of any vehicle, photographing and any other evidence collection necessary. <br />The Task Force currently has a bait vehicle system and are in the process of trying to obtain a suitable vehicle <br />to install the new system and the we plan to continue to use the system to attempt make auto burglary and auto <br />theft cases. However, in reference to auto burglaries we tend to be more reactive as time does not typically avail <br />itself in these case and we tend to spend more time proactively investigating car thefts. <br />3.2 Functions of the Proposed Program Related to Theft of a Motor Vehicle <br />The Task Force investigate most vehicle thefts that occur in LAMAR COUNTY and the City of PARIS. This not <br />only includes motor vehicles but tractors, trailers and most others associated vehicles or implements including <br />ATV and side by sides. Detectives use at/ available resources to recover these vehicles and to prosecute the <br />identified offenders. Task Force Detectives commonly use Analysts with N.I.C.B., GALVESTON'S TASK FORCE <br />or the FUSION CENTER to assist with stolen vehicles. This may be assisting PATROL to determine vehicle <br />identification numbers, as citizens sometimes do not have that information readily available, so the vehicle can <br />be quickly entered into N.C.I. C. as stolen. Task Force Detectives will also have the stolen vehicle checked on <br />L.P.R. as sometimes this provides leads to the area where the vehicle may be operating as well as providing a <br />photograph of the vehicle. <br />Detectives commonly work most recovered stolen vehicles in the CITY OF PARIS and LAMAR COUNTY and <br />this included fingerprinting and photographing the vehicles. The Task Force believe this is a duty that Patrol <br />Officers and Deputies should be relieved of at every opportunity due to their heavy case load and the <br />inconvenience of processing a crime scene in uniform. Task Force Detectives also typically do a better job <br />processing the vehicle for prints as they will be investigating the case as well and understand the importance of <br />good latent prints. Task Force Detectives also have more experience in latent fingerprinting than Patrol Officers. <br />Task Force Detectives actively search for the stolen vehicles and follow any leads provided by citizens or that <br />are in the Patrol Officers report. This includes sometimes obtaining and reviewing security video and sending it <br />out to the community to assist in identifying suspects/witnesses. Detectives also plan to use social media to <br />inform the community of auto thefts/burglarfes and to ask for assistance in solving these cases. Task Force <br />Detectives tend to be more proactive in these cases. Task Force Detectives plan to follow up on every assigned <br />vehicle theft case assigned or referred to it and arrest the offenders when possible to increase the incidence of <br />arrest of vehicle theft offenders. <br />8 of 14 05/21/2020,11:42 AM <br />
