L Chairman Dux called the meeting to order at 4:03 p.m. 2. The approval of the minutes of the March 2020 meeting was table until the next meeting. 3. Commissioner Caffey was recused to represent Walt Reep on the Certificate of Appropriateness for Fagade Improvements on 37 Clarksville ST. Ms. Caffey reviewed the Certificate of Appropriateness with the commission. The owner has removed all of the metal coverings the front fagade, transom windows and second floor windows. This revealed the historic materials were intact and had been protected by the metal covers. The owner will be restoring all the historic windows. The owner will installing a tie -rod canopy on the front of the property and depending on the development of 1St Street, along the east side. The original doors will be refurbished and utilized. After removal of the fagade slip cover, the original brick was exposed and was intact. The brick on the bulkhead looks to be covered with a thin set concrete. This area will be covered with a mosaic tile. All other brick surfaces will be cleaned with the gentlest means possible. A motion was made to approve the Certificate of Appropriateness as presented by Commissioner Emmite, seconded by Commissioner Hider. Motion carried. A motion was made by Commissioner Emmite to return Commissioner Caffey to the commission. Motion seconded by Linda Vandiver, motion carried. 4. Ms. Bedford reviewed the minor Certificate of Appropriateness from March 13-May13 and answered questions if needed. She gave an update on downtown renovations in progress. Ms. Bedford let the commission know that as soon as she hears something about the educational webinars presented by the National Alliance of Preservation Commissions in lieu of conference, she will forward this to the commission.
