Item No. 15 memorandum TO: City Council Grayson Path, City Manager FROM: Randy Tuttle, Interim Chief of Police SUBJECT: MVPCA GRANT APPLICATION FOR FY 2020-2021 DATE: July 20, 2020 BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of the Auto Burglary and Theft Prevention Authority, in September 1994. Since that time, the City of Paris Police Department application has been approved for 26 consecutive years. ABTPA changed their name this past year to the Motor Vehicle Crime Prevention Authority. There are two Paris Police Detectives assigned to the Task Force paid for by this grant. These officers are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast Texas area. Many times, criminals operate beyond jurisdictional lines. STATUS OF ISSUE: The MVPCA has decided to resume taking applications for the grant process this year. The total amount of the grant for 2020/2021 is $149,027.00 including a cash match of $46,373.00 from the city. Council approved a resolution at June 08, 2020 meeting. After receiving the resolution the Motor Vehicle Crime Prevention Authority requested additional be added with citation to Texas Transportation Code chapter 1006 and changing ABTPA in application to new name of Motor Vehicle Crime Prevention Authority. BUDGET: The grant application will require a $44,318.00 cash match in the 2020/2021 police department budget. RECOMMENDATION: Motion to approve amended resolution authorizing the application of the grant to the Motor Vehicle Crime Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary documents.
