Item No. 15 <br />memorandum <br />TO: City Council <br />Grayson Path, City Manager <br />FROM: Randy Tuttle, Interim Chief of Police <br />SUBJECT: MVPCA GRANT APPLICATION FOR FY 2020-2021 <br />DATE: July 20, 2020 <br />BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the <br />assistance of the Auto Burglary and Theft Prevention Authority, in September 1994. Since that <br />time, the City of Paris Police Department application has been approved for 26 consecutive years. <br />ABTPA changed their name this past year to the Motor Vehicle Crime Prevention Authority. There <br />are two Paris Police Detectives assigned to the Task Force paid for by this grant. These officers <br />are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast <br />Texas area. Many times, criminals operate beyond jurisdictional lines. <br />STATUS OF ISSUE: The MVPCA has decided to resume taking applications for the grant process <br />this year. The total amount of the grant for 2020/2021 is $149,027.00 including a cash match of <br />$46,373.00 from the city. Council approved a resolution at June 08, 2020 meeting. After receiving <br />the resolution the Motor Vehicle Crime Prevention Authority requested additional be added with <br />citation to Texas Transportation Code chapter 1006 and changing ABTPA in application to new <br />name of Motor Vehicle Crime Prevention Authority. <br />BUDGET: The grant application will require a $44,318.00 cash match in the 2020/2021 police <br />department budget. <br />RECOMMENDATION: Motion to approve amended resolution authorizing the application of <br />the grant to the Motor Vehicle Crime Prevention Authority for continuation of the Northeast Texas <br />Auto Theft Task Force and authorizing the City Manager to execute all necessary documents. <br />
