Item No. 27 <br />Memorandum <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />FROM: Doug Harris, Director of Utilities <br />SUBJECT: WASTEWATER TREATMENT PLANT REHABILITATION PROJECT <br />ENGINEERING PRESENTATION <br />DATE: July 27, 2020 <br />BACKGROUND: <br />At the June 10, 2019 meeting of the City Council, realizing the need for comprehensive <br />rehabilitation of the City of Paris Wastewater Treatment Facility, City Council unanimously <br />approved an agreement for professional engineering services with Garver USA. Phase 1 of the <br />project includes Funding Assistance, Conceptual Design and Surveys & Geotechnical <br />Coordination. <br />Throughout the week of July 5, 2020, five of the six seated City Council Members took a tour of <br />the WWTF to see firsthand the condition of the WWTF, the work that has been done to keep the <br />WWTF in operation, and ultimately the need to replace the WWTF soon. City Staff would like to <br />thank the City Council for taking time to take this tour, ask questions, and learn more about the <br />situation firsthand. <br />STATUS OF ISSUE: <br />Through May 29, 2020, and in accordance with the agreement, the following professional <br />engineering services percentages have been completed by Garver USA: Funding Assistance — <br />64.8%; Conceptual Design — 93.9%; and Surveys & Geotechnical Coordination — 66.9%. As <br />Phase 1 draws to a conclusion, Garver USA will present to City Council a summary of findings <br />regarding the current condition of the Wastewater Treatment Facility, funding options available <br />for financing the project, and recommendations in moving forward with comprehensive <br />rehabilitation of the treatment facility. Following the presentation by Garver USA, it is requested <br />City Council consider an amendment to the agreement for professional engineering services with <br />Garver USA to continue with Phase 2 of the project. <br />
