Phase 2 of the project consists of the following services: <br />1. Funding Assistance <br />2. Boundary Survey <br />3. Environmental Services <br />4. Preliminary Design Services <br />5. Final Design Services <br />6. Bidding Services <br />Phase 2 will successfully place the WWTF Project in a position to be bid for Construction. We <br />estimate 12-18 months to complete Phase 2. A thorough breakdown of each of these services is <br />found with the prepared amendment in your packets. <br />The City Manager and I strongly recommend that upon completion of Phase 2 and in preparation <br />for Phase 3 — Construction, the City further amend the June 2019 Professional Service Agreement <br />once again to include Construction Oversight and Inspection Services. We believe there to be <br />great advantage in having Garver USA as both designer and oversight/inspection of this project. <br />This will limit the number of contacts we need to maintain, the amount of coordination we would <br />have to maintain, place an experienced and knowledgeable individual as oversight and inspector <br />of the job, and creates better efficiency having the designing entity also serve as the oversight and <br />inspector of construction. We asked Garver USA to add this to the Phase 2 amendment, but they <br />recommended that we wait until we complete final design to know exactly what it is that will be <br />built and what the cost estimate will be for construction. Therefore, we will bring back a future <br />amendment to add this portion of expense near completion of Phase 2. <br />BUDGET: <br />Proposed cost for Phase 2 of the agreement for professional engineering services for <br />comprehensive rehabilitation of the City of Paris Wastewater Treatment Facility is $6,268,661.00. <br />The Amendment Attachment B has a breakdown of this amount among the six different services. <br />Garver USA has furthermore given us an extremely thorough breakdown by line item task and <br />employee hour that supports these figures. Based on City Staff experience with other large capital <br />improvement projects, and given the total cost of the project is estimated at around $69.5 million, <br />the proposed fee is well within expectations for a project of this magnitude and complexity. <br />The Garver USA, as part of Phase 1, which will be continued in to Phase 2, has assisted the City <br />in pursuing a Texas Water Development Board (TWDB) low-interest loan to finance the City of <br />Paris WWTF Project. Current interest rates are at an all-time low, so it is strongly recommended <br />that now be the time that this project move forward as the low interest rates we are seeing could <br />save the rate payers millions of dollars over the life of the loan.
