c. A generator of liquid wastes shall sign a trip ticket from the transporter when a load <br />is removed from his premises and keep a copy of all trip tickets for a period of one <br />(1) year. These records shall be made available for inspection by the city at any <br />reasonable time. <br />d. All generators of liquid waste shall ensure complete evacuation of liquid waste when <br />being serviced by all permitted liquid waste transporters and shall ensure that the <br />volume being evacuated is listed on the liquid waste transporter's trip ticket. <br />e. No generator of liquid wastes shall fail to report spills involving liquid waste to the <br />city by telephone immediately and clean up and dispose of material immediately by <br />proper means as specified in this subsection (1). A written report should be reported <br />within three (3) days to the director of utilities. <br />(2) No person shall vacuum, flush, or service tanks or traps which contain liquid waste or <br />portable chemical toilet wastes for the purpose of transporting such waste to a site of <br />disposal unless approval has been granted by the city. Prior to any operation in the city, <br />all persons desiring to transport such wastes shall obtain a permit from the city as <br />specified in subsection (c)(2), and are prohibited from transporting hazardous wastes and <br />from co -mingling hazardous waste with liquid waste or portable chemical toilet waste in <br />permitted vehicles. Transporter of liquid waste shall: <br />a. Use the manifest system as directed in subsections 34-105(h) and (c)(3)h. of this <br />section. <br />b. Use a disposal site that is approved by the EPA, TCEQ, and the city. <br />c. Determine the nature of the material to be transported and that the equipment is <br />sufficient to properly remove the entire trap capacity without spillage, leaks, or <br />release of toxic or harmful gases, fumes, liquids, or other substances. <br />d. Upon delivery of the waste, the transporter shall inform the disposer of the nature of <br />the waste. <br />(3) The method of disposal of liquid waste and portable chemical toilet wastes as well as <br />disposal sites within the city shall be approved and monitored by the city. Disposal sites <br />receiving liquid wastes shall: <br />a. Obtain and maintain compliance with all licenses and/or permits required by local, <br />state, or federal law. <br />b. Accept waste only from a permitted transporter and sign the trip ticket from the <br />transporter. <br />c. Maintain trip ticket copies for a period of five (5) years and make available all records <br />required to be kept for inspection by the city at any reasonable time. <br />d.
