(3) To prevent the introduction of pollutants into the city wastewater system which will <br />interfere with the operation of the system or contaminate the resulting sludge; <br />(4) To prevent the introduction of pollutants into the municipal wastewater system which <br />will pass through the system, inadequately treated, into the receiving waters or the <br />atmosphere or otherwise be incompatible with the system; <br />(5) To improve the opportunity to recycle and reclaim wastewater and sludges from the <br />system; and, <br />(6) To provide for the equitable distribution of the cost of the municipal wastewater system. <br />(7) To prevent the introduction of pollutants into or adjacent to the waters of the state within <br />the city and its jurisdiction. <br />(8) To monitor and regulate the generation and disposal of industrial and hazardous wastes <br />(9) To prevent the disposal of wastes within the city and its jurisdiction in a manner which <br />causes a hazard to human health or the environment or creates a public nuisance. <br />(b) It is the intent of the city to provide needed sewer service to all users while meeting the out- <br />lined objectives.
