Regular Council Meeting <br />July 27, 2020 <br />Page 7 <br />Ms. Easton said Mr. Moore was proposing to build duplexes, and the comprehensive plan <br />called for retail use for all properties along the frontage of Clarksville Street. She also said <br />current uses in the area included a convenience area store/fuel station, office, abandoned medical <br />facility, apartments, and single-family homes. Ms. Easton said a development of the subject lot <br />for multi -family structures would be best served by the extension of Pride Circle to Clarksville <br />Street, or creating access from Clarksville Street instead of from Pride Circle. She said the <br />Planning & Zoning Commission approved this zoning change. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item to please come forward. Monte Moore, 530 Laurel Lane, <br />spoke in support of this zoning change. Council Member Knox inquired as to why Mr. Moore <br />was not requesting multi -family zoning and Mr. Moore said this zoning gave them what they <br />needed to do the design. Mary Lou Coe said she was not opposed to what Mr. Moore wanted to <br />do but was opposed to Pride Circle being opened up. With no one else speaking, Mayor Clifford <br />closed the public hearing. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />25. Discuss, conduct a public hearing and act on ORDINANCE NO. 2020-027: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 187, <br />LOT 2 LOCATED AT 805 LAMAR AVE., IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, FROM A GENERAL RETAIL DISTRICT (GR) TO A ONE - <br />FAMILY DWELLING DISTRICT NO. 2 (SF -2); DIRECTING A CHANGE <br />ACCCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Easton explained that Tamara Sexton purchased the property and leased it as a <br />residential dwelling. She said the future land use plan called for this site to be retail use <br />primarily due to the location along Lamar Avenue, which is a high traffic thoroughfare. She <br />referenced the amendment to the zoning ordinance that was approved in 2019, which specifically <br />addressed the need for separation of residential from retail and commercial districts. Ms. Easton <br />also said that the property had been used for retail/office since 2012, and that Planning & Zoning <br />approved the zoning change by a vote of 5-1. She further said staff had recommended denial of <br />the zoning change in order to uphold the City's long-range plan for land use along this major <br />thoroughfare. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item to please come forward. Jeff Starnes reported that Ms. Sexton <br />had restored several homes on Church Street and she did great work. He said unfortunately for <br />Ms. Sexton, that no one caught the fact that the property was zoned retail, not the bank, the title <br />company, or the lawyer.
