With no one else <br />speaking, Mayor Clifford closed the public hearing. <br />Mayor Clifford said that was unfair to Ms. Sexton and he felt that any structure that was <br />originally built as a home should be allowed to remain a home and he would cover that in the <br />next item. Council Member Stone said Ms. Sexton purchased the property under the pretense it <br />was a residence and everyone missed it, and that she favored it staying a residence. Council <br />Member Hughes recommended that trash be put out on 8t' and not Lamar because of safety for <br />employees. <br />Following additional discussion, a Motion to approve the zoning change was made by <br />Mayor Clifford and seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />26. Discuss the Zoning Ordinance as related to structures originally built as a residence but <br />are now located within zoning districts that disallow residences, specifically creating an <br />allowable use for said structure to be a residence; and request that the Planning & Zoning <br />Commission study and make a recommendation to City Council. <br />Mayor Clifford said there were two ways to accomplish this, and one was to allow <br />structures now located within zoning districts that were originally built as homes to remain a <br />home. He said the other way would be to issue a specific use permit. Mayor Clifford said he <br />would like to send this back to Planning & Zoning for them to study it, and make a <br />recommendation to City Council. Council Member Knox expressed concern about multi -family <br />structures, because there were a lot of time multi -family had special use permits. She said if <br />permits were given, they should be time specific. Following additional discussion, it was a <br />consensus to send this item to Planning & Zoning to be studied and brought back to the City <br />Council with recommendations. <br />27. Receive presentation from Garver about the Wastewater Treatment Plant Rehabilitation <br />Project, discuss and act on Contract Amendment No. 1 to the Agreement for Professional <br />Services with Garver USA to continue with Phase 2 of the project; and authorize the City <br />Manager to execute all necessary documents. <br />Utilities Director Doug Harris explained the wastewater treatment plan rehabilitation <br />project and referenced the timeline beginning with the June 10, 2019 City Council meeting. <br />Next, Jeff Sober with Garver USA presented the history of the plant, the problems, the <br />consequences and the solution. He also covered financing and answered questions from City <br />Council. Council Member Pilgrim specifically inquired about TCEQ and what could happen if <br />the City got into a violation issue. Mr. Sober said if the City was placed under an administrative <br />order, they would not have a choice and confirmed the City could be fined up to $50,000 a day. <br />City Manager Grayson Path went into details about the financing and that this was the best time <br />to move forward with this project. <br />A Motion to approve amendment one to the agreement for professional engineering <br />services with Garver USA for Phase Two of the comprehensive rehabilitation of the City of Paris <br />Wastewater Treatment Facility, authorizing the City Manager to sign the document once a plan <br />
