HOUSING AUTHORITY OF THE CITY OF PARIS <br />REGULAR MEETING <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br />MINUTES OF August 18, 2020 <br />Present at the Meeting VIA ZOOM/PHONE: <br />TK Haynes — Vice Chairman of the Board of Commissioners <br />Dewayne Dangerfield — Commissioner of the Board of Commissioners <br />Jenny Wilson — Commissioner of the Board of Commissioners <br />Sally Ruthart — Executive Director <br />Bonnie Bilinski — Commissioner of the Board of Commissioners (called in via <br />telephone after meeting had started) <br />1. Meeting Called to order at 12.34 pm on Tuesday, August 18, 2020 by Vice Chairman of the <br />Board of Commissioners, T. K. Haynes. <br />2. Having three Board Members present, a quorum, Mr. Haynes thanked and welcomed everyone <br />to the meeting. Absent Board Member - Shatara Moore. <br />ELECTION OF CHAIRMAN AND VICE CHAIRMAN: <br />Mr. Dangerfield nominated Mr. Haynes for Chairman and Ms. Wilson for Vice Chairman, Mr. <br />Dangerfield made the motion for Mr. Haynes as Chairman and Ms. Wilson seconded the motion. <br />Passed 3-0. <br />Mr. Dangerfield nominated Ms. Wilson for Vice Chairman. Mr. Dangerfield made the motion for <br />Ms. Wilson as Vice Chairman and Mr. Haynes seconded the motion. Passed 3-0. <br />3. Citizens' Forum Opened and closed with no one present to speak <br />4. Re -approval of Corrected Minutes from the March 17, 2020 Meeting (City Council requested <br />more details). Mr. Haynes made a motion to approve and Ms. Wilson seconded the motion. <br />Passed 3-0. <br />Minutes of the June 16, 2020 meeting were approved with a motion made by Mr. Haynes and <br />seconded by Mr. Dangerfield. Passed 3-0. <br />Ms. Bilinski joined the meeting via telephone <br />5. UNFINISHED BUSINESS: NONE <br />6. NEW BUSINESS: <br />a. Occupancy Report - Public Housing has 6 vacancies and Section 8 has 280 current assisted <br />vouchers and 12 people with vouchers searching for units. The Section 8 Waiting List has been <br />depleted by offers being made to all. Ms. Ruthart told the Board that the PHA is opening the <br />Section 8 Waiting List on 9/11/2020 for the first 125 applicants. <br />b. Financial Report was discussed and reported to the Board with bank statements and graphs for <br />PH and Section 8. Ending bank statement balances for July - Public Housing - $449,822.59 <br />Section 8 - $510,783.79. HUD has issued more "COVID" funds for the Section 8 program - <br />$41,987.00. <br />
