Easton states the subject property is in the Central Area District where a diverse group of <br />land uses can be appropriate, including tattoo parlors. In this location, visibility from the <br />main street is somewhat limited by having a single entry door to 1St SE. Adequate parking <br />can be provided along Clarksville St or other downtown on -street spaces. This location is <br />surrounded by other business, office, and retail uses, so a tattoo shop with later hours of <br />operation would not pose an inconvenience to the surrounding area. Staff is not opposed <br />to this change. <br />Public hearing was declared open. <br />Candra Wyatt, applicant spoke in favor of the petition. <br />Public hearing was declared closed. <br />A motion to approve this item was made by Cody Adams, seconded by Francine Neeley. <br />Motion carried 6-0. <br />7. Consideration of and action on the Preliminary Plat of Lots I and 2, Block A of the <br />Estrada Addition, LCAD Property ID 17858, located at 1640 Graham. <br />Easton states the owner has submitted a preliminary and final plat of the property. The <br />1.87 acres is to be divided into two lots with Lot 1 having 0.80 acres and Lot 2 containing <br />1.07 acres. City water and sewer are available and access to the properties will be from <br />Graham Street. It appears that the plat complies with the City of Paris subdivision <br />regulations. <br />A motion to approve the Preliminary Plat was made by Sims Norment, seconded by <br />Tylesha Ross. Motion carried 6-0. <br />8. Consideration of and action on the Final Plat of Lots I and 2, Block A of the Estrada <br />Addition, LCAD Property ID 17858, located at 1640 Graham. <br />Easton states this is the same plat with same comments. <br />
