Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-043: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 331, <br />LOT 7 AND PT OF LOT 8, LOCATED AT 3787 N.W. LOOP 286, FROM A SINGLE <br />FAMILY DWELLING DISTRICT 2 (SF -2) TO COMMERCIAL DISTRICT (C); <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />City Engineer Carla Easton said Rene Harvey was requesting a change in zoning on this <br />property in order to allow a commercial office use. She said the existing building on the <br />property was used for many years as the Boy Scouts of America office. Ms. Easton stated the <br />Planning and Zoning Commission voted to approve this zoning change. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. Rene Harvey, 4125 <br />Smallwood Road, spoke in support of this zoning change. With no one else speaking, Mayor <br />Clifford closed the public hearing. <br />A Motion to approve the zoning change was made by Council Member Knox and <br />seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />12. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-044: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 329, <br />LOT 5B, LOCATED IN THE 3800 BLOCK OF S.W. LOOP 286, FROM AN <br />AGRICULTURAL (A) TO A NEIGHBORHOOD SERVICE DISTRICT (NS); <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Ms. Easton explained that Skyler Burchinal requested this zoning change in order to build <br />a light retail development to include professional offices, retail stores and multi -family <br />apartments. Council Member Savage inquired if there was any opposition to this zoning change <br />at the Planning and Zoning meeting. Ms. Easton said no one spoke in opposition, but staff <br />received a form from a citizen opposing it, and that Planning & Zoning approved the zoning <br />change. City Council discussed parking spaces, and a site plan. <br />
