Regular Council Meeting <br />September 28, 2020 <br />Page 4 <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. With no one speaking, <br />Mayor Clifford closed the public hearing. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Mayor Clifford. Motion carried, 4 ayes — 2 nays, with Council Members Savage and <br />Hughes casting the dissenting votes. <br />13. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-045: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 294, <br />LOT 11, LOCATED AT 426 N.E. 30TH, FROM A ONE FAMILY DWELLING <br />DISTRICT NO. 2 (SF -2) TO A NEIGHBORHOOD SERVICE DISTRICT (NS); <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Ms. Easton explained that Christa Brown, on behalf of Norman Montgomery, Jr. was <br />requesting a zoning change in order to build a beauty and tanning salon and spa, and that the <br />Planning and Zoning Commission approved this zoning change. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. With no one speaking, <br />Mayor Clifford closed the public hearing. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Portugal. Motion carried, 4 ayes — 2 nays, with Council Members Hughes and <br />Savage casting the dissenting votes. <br />14. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-046: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 70-B, <br />LOT 10, LOCATED AT 1629 PINE BLUFF, FROM A TWO FAMILY DWELLING <br />DISTRICT (2F) TO A FOUR FAMILY DWELLING DISTRICT (4F); DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Easton explained that items 14 and 15 were the same project, and the applicants were <br />requesting a zoning change in order to combine the two lots and build a quad-plex. She said the <br />proposed zoning change does not conform to the future land use plan; however, the existing <br />zoning for the entire area was 2F so medium density residential is not far from what is already <br />
