REGULAR MEETING MINUTES <br />HISTORIC PRESERVATION COMMISSION <br />November 11 2020 <br />Present: Absent: <br />Chris Dux, Chairman (came in at 4:15) Linda Knox, Council Liaison <br />Randy Hider, Secretary <br />Linda Vandiver <br />Glee Emmite <br />Jennifer Long <br />Laura Caffey <br />Matthew Coyle <br />Cheri Bedford. Staff <br />Guest: <br />Janet Green <br />Ellen Green <br />1. In the absence of Chairman Dux, Commissioner Hider called the meeting to order at 4:05 <br />p.m. <br />2. The meeting minutes of the September 28, 2020 were accepted with one correction on the <br />attendance of Linda Vandiver. She was listed as absent, but was present. Motion made to <br />accept the minutes with corrections by Commissioner Vandiver, seconded by Commissioner <br />Emmite. Motion carried. <br />3. Ms. Ellen Green was present to explain renovation at the property located at 102 Clarksville. <br />Ms. Green had removed the existing fagade to do some investigation. This revealed the <br />original store front, which she is now planning on restoring. Commissioner Coyle asked if <br />the display windows will be single pane and the answer was yes. The brick would be <br />restored. The windows on the second floor will be replace. The property owner plans on <br />dividing the property into its original configuration and making two store fronts. The canopy <br />will be removed and the applicant is requesting a fabric awning be installed just under the <br />transom windows. Commissioner Hider confirmed the doors will be wood. The store front <br />configuration will be display window, door, door on the left, and display window, door, door, <br />display window on the right. The flower boxes proposed under the upper floor windows will <br />need some further investigation before approval. Commissioner Coyle made the motion to <br />approve the Certificate of Appropriateness as presented with the condition that the window <br />boxes in the proposal be researched for appropriateness to the district and building; seconded <br />by Commissioner Hider. Motion carried. <br />4. Ms. Green requested a $2500 toward improvements on 102 Clarksville St. A motion was <br />made to approve the fagade grant for repairs by Commissioner Vandiver, seconded by <br />Commission Caffey. Motion carried. <br />5. The commission reviewed properties listed by code enforcement for substandard violations. <br />On the properties located at 509 & 519 Tudor, 720 NE 2nd , 636 NE 2nd '1311 Hickory, 828 <br />NE 12th, 654 E Washington, 645 E Polk, 750 E Tudor the commission unanimously agreed <br />that these properties cannot be rehabilitated or nominated as a local landmark. <br />The houses listed below were pulled for further investigation. <br />a. 627 Pine Bluff- Linda Vandiver made the motion to remove this property for <br />investigation.
