The Gr:ant~~ shall place a <br />copy of the current prevailing \vage deter-nination issue1 by the De- <br />part::1ent of labor in each solicitation, and the al'/ard of a contract <br />shJll be conditioned upon the acceotance of the \'Iage deteninHion. <br />The Grantee shall report all suspected or reported violations to the <br />Grantor Agency. <br /> <br />F. ,,11ere applicable, all contracts a"arded by Grantees and subgnntees <br />in excess of 52,000 for ccnstruction contracts, and in exc~ss of <br />52,500 for other contracts which invohe the emoloyment of mechanics <br />or laborers, shall include a provision for canpliance \yith Section <br />103 and 107 of the Contract Work Hours and Safety Standards Act (~O <br />USC 327 -330) as suppl e!::ented by Department of Labor regu1 at ions (29 <br />CFR, Part 5). Under Section 103 of the Act, each contraotor shall be <br />required to cOTIpute the wages of every mechanic and laborer on the <br />basis of a standard work day of 3 hours and a standard work week of <br />40 hours. Work in excess of the standard wor~ day or work week is <br />per-::1issible provided that the \./orker is compensated at a rate of not <br />less than 1-1/2 times the basic rate of pay for all hours worked in <br />exces s of 8 hours in any c~ I enda r day or 40 hours in the' Iyork l'leek. <br />Section 107 of the Act is applicable to construction work and <br />provides that no laborer or me~hanic shall be required to work in <br />surroundings or under working conditions which are unsanitary, <br />hazardous, or dangerous to his health and safety as determined under <br />construction safety and health standards prcmulgated by the Secretary <br />of labor. These requirer.1ents do not apply to the purchase of sup- <br />plies or materials or articles ordinarily available on the open <br />market, or contracts for transportation or transmission of intel- <br />ligence. <br /> <br />G. The contract shall include notice of Grantor Agency requirements and <br />regulations pertaining to reporting and patent rights under any con- <br />tract i nvol vi ng research, developmental, experimental or demonstrJ- <br />tion work with respect to any discovery or invention which arises or <br />is developed in the course of or under such contract, and of Grantor <br />Agency requirements and regulations pertaining to copyrights and <br />rights in data. <br /> <br />H. All negotiated contracts (except those a"arded by small purchase pro- <br />cedures) awarded by Grantees shall include a provi sian to the effect <br />that the Grantee, the Federal Grantor Agency, the Canptroller General <br />of the United States, or any of their duly authorized representa- <br />tives, shall have access to any books, documen,s, papers, and records <br />of the contractor which are directly pertinent to that specific con- <br />tract, for the purpOSe of making audit, examination, excer~ts, and <br />transcriptions. <br /> <br />Grantees shall require ccntr~ctcrs to maintain all rec~ired rec:r-:: <br />for thr~~ ye~rs after GranCces make fi na 1 ;:ayr::en~s and J II o,~Er <br />pend i ng mac Cers are closed. <br />
