<br />. , <br /> <br />Task 6.3 Pavement Manacrement Plan <br /> <br />Specific uses of the pavement areas will be addressed to <br />long-term and short-term requirements. A scheduled <br />management/maintenance plan will be prepared. <br /> <br />determine <br />pavement <br /> <br />Task 6.4 Financial Plan <br /> <br />The airport's development history will be researched to identify <br />land credit opportunities, if any. Recommendations for increasing <br />airport revenues will be identified based on the Consultant's exper- <br />ience at other similar airports. A method of financing each devel- <br />opment phase will be formulated with emphasis on solving current <br />problems economically. A project to alleviate current deficiencies <br />will be assembled and a preapplication for federal assistance will <br />be prepared, if requested. <br /> <br />Task 6.5 Economic Imoact Assessment & Develooment Plan <br /> <br />A detailed economic impact study will be performed to indicate the <br />importance of the'airport and airport-related industrial development <br />to the Paris/Lamar County area economic base. Direct and indirect <br />benefits will be quantified. Direct benefits will include airport <br />employee payrolls and direct local purchases by airport commercial <br />and 'operational activities. A multiplier will be developed to <br />quantify the indirect or "spinoff" benefits which flow through the <br />community as a result of payroll and direct purchases. <br /> <br />An analysis of the Community will be conducted to identify those <br />elements that the City of Paris can promote to gain an advantage in <br />the City's economic development program. In addition, the primarily <br />physical factors associated with industrial development (as iden- <br />tified in Task 5.6) must be communicated through on organized <br />development team. Recommendations on economic development <br />strategies, team organization, marketing, and networking will be <br />addressed in this task. <br /> <br />Element 7 - MEETINGS AND FINAL REPORT <br /> <br />Task 7.1 Meetincrs <br /> <br />Two meetings in addition to Task 3.3 will be required. These are <br />not scheduled at particular times but will be held when required. <br /> <br />Task 7.2 Final Reoort <br /> <br />A final report will be assembled from the information developed in <br />previous work tasks, edited, and printed in ten (10) preliminary <br />copies for review. These copies will be submitted to the local <br />review committee and F.A.A. to be reviewed for thirty (30) days. If <br />no comments are received during that period, thirty (30) copies of <br />the final report will be printed and submitted to the City of Paris. <br />Each final report will contain reduced copies of the plan drawings. <br />
