<br />continuation page l5b <br /> <br />Texas Narcotics Control Program, and our opportunities to interface with other <br />Task Forces throughout Texas, we foresee an effective, statewide communication net- <br />work evolving from this program of the Governor's Office. <br /> <br />Realizing the untimely nature of the Court System, we do not anticipate sizeable, <br />immediate Program Income, but we do anticipate some program income in'the following <br />year from seizures of the past twelve months. As we accelerate our activities under <br />the present District Attorney contracts and expand to provide for additional DA con- <br />tracts, we hope produce such Program Income as to be able to meet the 25 percent <br />match required for future funding following the grant period of this application. <br /> <br />Approach: <br /> <br />Statement of Tasks Involved: <br /> <br />We plan to pursue contracting with other agencies to widen our territory and with <br />additional District Attorneys to increase our Program Income potential. We antici- <br />pate some lag time following the more than 100 indictments we expect next month, as <br />we shift personnel.from one location to another. <br /> <br />As in the past, the Task Force Director will act as Project Director and be respon- <br />sible for all record keeping and reporting to the Criminal Justice Division of the <br />Governor's Office. The Finance Officer will continue to assume financial reporting <br />and auditing responsibilities with the Criminal Justice Division and to oversee the <br />disbursal of funds, including confidential funds, in accordance with the Guidelines <br />for Control and Use of Confidential Funds. <br />- --- <br /> <br />The Project Director will continue as laison to the Task Force Advisory Board, Lamar <br />and Red River County Sheriffs and Paris Police Chief, as well as other law enforce- <br />ment agency heads, should the territory expand. <br /> <br />While we will continue to impact direct narcotics trafficking, we intend to increase <br />our efforts at marijuana eradi cati on and seizures of cl andesti ne' 1 abs. <br /> <br />Projected Accomplishments: <br /> <br />We plan to at least exceed our performance for this period last year. Our reports to <br />CJD reflect more than 200 cases worked, with 40 felony indictments, but do not reflect <br />the more"than 100 'felony indictments we expect next month. We plan to match or exceed <br />our effort that resulted in the eradication of $3 million worth of marijuana, the <br />seizure of $50,000 in land and real property, and the conviction on attempted murder <br />charges of the perpetrator who shot the DPS helicopter, yet to be tried on five addi- <br />tional felony counts. We plan to seize more clandestine labs, our past performance <br />being the seizure of labs capable of producing one half million dollars worth of <br />methamphetamine per "cook." <br /> <br />We will see increased felony indictments as we widen our area of operation. We will <br />enter into additional District Attorney contracts. With CJD approval, we will increase <br />our manpower, our performance, and our rate of convictions.',:We will begin to generate <br />viable Program Income through increased seizures and forfeitures and existing seizures <br />that have been tied up in court. <br />
