Robert Talley stated he has had contact with the owner and he is working with his <br />insurance company to get the property demolished. <br />Robert Talley's recommendation: Declare a nuisance, demo within 60 days, or <br />city has right to do so. <br />Discussion: None. <br />Motion made by Kim Walker, seconded by Carlton Cooper, to accept Robert <br />Talley's recommendation. Motion carried unanimously. 5-0 <br />G. 127 SE 16th; City Block 102-C, Lot 8 <br />Owner: Sammy Watkins no address on LCAD. <br />Robert Talley stated he has had no contact with owner. There are holes in the <br />roof, it is unsecure, carport damage, tree limbs growing into the roof, holes in <br />floor, foundation damage, and the structure is sinking and the property is <br />abandoned. <br />Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or <br />city has right to do so. <br />Discussion: None. <br />Motion made by Richard Thomas, seconded by Kim Walker, to accept Robert <br />Talley's recommendation. Motion carried unanimously. 5-0 <br />4. Code Enforcement Report: <br />Discuss 503 & 519 E Tudor: This commission placed orders to condemn when Lewis Clark <br />came in and was given 60 days to repair or demo. James Belcher wants to buy this property <br />if the demo orders are removed. Mr. Belcher wants to keep the structure and repair it. <br />Discussion with City Attorney on how to resend demo orders. This will be put on the next <br />Building and Standard agenda in June. <br />Discuss Building and Standard Commission procedures with the City Attorney, Stephanie <br />Harris. Mrs. Harris explained that the law has limits and the State of Texas is very Property <br />owner friendly. Not only does the commission feel that they are spinning their wheels but <br />the staff does too. Limited money discussion. Property liens are collected at times and City <br />staff cannot waive liens, that can only be done by the City Council but the City Staff can <br />waive interest. The City recovers some liens at the sale of properties and others go to the <br />Tax Sale. Council would like to explore demo cost programs. Robert explained that a 10% <br />discount is offered on structures we can use for Fire/Police training. The City of Paris demo <br />cost are better than individual cost. Code Enforcement encourage people to sign the <br />statement allowing the City to demo houses at our cost and they can set up a payment plan <br />with the City. The Commission is interested in rehab of structure by trying to make contact <br />with owners. Robert Talley explained that economically sometimes a house is not boarded <br />up due to the cost and that taking people to Municipal court is not a quick fix due to the <br />
