Item No. 9 <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: LOVE CIVIC CENTER PROJECT <br />WRA ARCHITECTS — PHASE I CONCLUSIONS <br />PROPOSED AMENDMENT TO CONTRACT FOR PHASE II WORK <br />DATE: July 12, 2021 <br />BACKGROUND: <br />At the February 8, 2021 City Council meeting, the City Council awarded a Professional Services <br />Contract to WRA Architects, Inc. to perform Phase I services for the Love Civic Center <br />Restoration Project. This project consisted of analyzing the original WRA Assessment from 2017, <br />speaking with City and Chamber of Commerce Staff, analyzing the building, and developing new <br />cost estimates to assist us with narrowing down our focus for future work given our finite set of <br />available funding from the original bond. <br />STATUS OF ISSUE: <br />Working with City and Chamber Staff, WRA has completed Phase I and produced the attached <br />Stakeholder Study Booklet complete with background information, statistical information, <br />situational assessment, but most importantly a series of cost estimates for each of the known <br />projects that we wish to pursue with restoring the Love Civic Center. There is more work than we <br />can afford, particularly with HVAC, but using their analysis, we have been able to narrow the <br />focus down to the following priorities (in no particular order): restroom renovations, roof repairs, <br />lighting upgrades, flooring finish upgrades, ceiling tile replacement, security upgrades, fire alarm <br />upgrades, door and window upgrades, ADA accessibility upgrades and painting. Specific work <br />will still need to be identified within each of these categories, but using the cost estimates provided <br />by WRA Architects, we wish to engage them now with designing and bidding phases. <br />To accomplish this, an Amendment to the Professional Services Contract has been prepared and <br />is ready for your approval tonight. If approved, we expect to have this project ready for contractor <br />bidding by Spring 2022 and final work done in Fall 2022. City Staff will perform day-to-day <br />
