oversight as the list of projects are not complex enough to warrant an Architect representative <br />onsite for inspection and observance. We are also looking to work with WRA Architects, Inc. to <br />assist us with hiring a Contractor -at -Risk. This would be a general contractor hired up front before <br />the work is designed who the Architect and City can consult with. When you design and construct <br />a building from the ground -up (brand new), it is relatively straight forward as you do not have any <br />existing conditions to worry about. But when it comes to a restoration, it is advantageous to work <br />with a contractor up front to help us walk through potential issues during design to help avoid <br />numerous change orders due to unforeseen issues during the project (without knowing what is <br />behind the walls, even the best plans could be wrong, so an experienced contractor can help us <br />avoid these issues). This Contractor -at -Risk would then be tasked with obtaining their own sub- <br />contractors pursuant to Texas Procurement Requirements for Contractor -at -Risk. <br />BUDGET: <br />For their services, WRA Architects will charge a not -to -exceed 8.5% of an estimated $1.1 million <br />construction project. If the project comes in less than $1.1 million, then their fee will be less. This <br />is a typical arrangement with an Architectural firm. <br />OPTIONS: <br />1. Approve the Amendment #1 to the Professional Services Contract with WRA Architects, <br />Inc. for Phase II services for the Love Civic Center and authorize the City Manager to sign. <br />2. Request more information to be brought back at a future City Council meeting. <br />3. Reject the Amendment #1 and advise City Staff as to next steps. <br />RECOMMENDATION: <br />1.
