Motion carried, 6 ayes — 0 nays. <br />17. Discuss, conduct a public hearing and possibly act on RESOLUTION NO. 2021-011: A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />ESTABLISHING THE CITY OF PARIS PACE PROGRAM; MAKING OTHER <br />FINDINGS RELATED TO THE SUBJECT; DECLARING AN EFFECTIVE DATE. <br />City Attorney Stephanie Harris said they had been discussing this for a couple of months, <br />they had been working through the process for establishing the PACE Program, and the public <br />hearing and adoption of the Resolution were the final steps. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition to this item, to please come forward. Discuss and act on RESOLUTION NO. 2021-011: A RESOLUTION APPROVING <br />THE PRIVATE RE -SALE OF TWENTY-FOUR TRACTS OF TAX FORECLOSED <br />REAL PROPERTY AND AUTHORIZING THE MAYOR TO EXECUTE DEEDS. <br />Mr. Path introduced Tracy Pounders, the City's tax attorney. Mr. Pounders explained <br />that on January 5, 2021, seventy-four properties were put up for sale at the public tax sale, and <br />fifty of those properties were sold. He said the remaining twenty-four tracts were struck -off to <br />the City as trustee for the taxing entities. Mr. Pounders also said the remaining properties were <br />advertised for sale inviting private offers, that the Pounders Law Firm with Abernathy Roeder <br />Boyd & Hullett, PC received offers to purchase all twenty-four properties as set out in the <br />Resolution. He said that these properties would be sold with a tax deed and no warranty. Mr. <br />Pounders explained that consent from the City of Paris, Paris Junior College, Lamar County and <br />Paris IDS was required to move forward with the private re -sale of the twenty-four tracts. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Knox. Motion carried, 6 ayes — 0 nays. <br />19. Discuss and act on a request from Greater Paris Development Foundation to abandon <br />long term leases related to the Trail de Paris in furtherance of converting the Northeast <br />Texas Trail into a linear state park administered by the Texas Parks and Wildlife <br />Department. <br />
