5. Public hearing to consider and take action regarding the petition of Clint & Crista <br />Lumpkin on behalf of Mac & Tewabech Mekonnen for a Specific Use Permit (SUP) for <br />Commercial Amusements (Indoor) in the General Retail District (GR), City of Paris, <br />Block 219, Lots 3-4-5, located at 1800 Lamar Ave Suite 160- LCAD 17378. <br />Mack states that Clint & Crista Lumpkin have secured a lease agreement to open and <br />operate an escape room in Suite 160 of the Three Oaks Shopping Center. He has visited <br />the site and there is adequate parking and he does not anticipate a traffic concern with this <br />type use. The City Ordinance requires a Special Use Permit to operate a Commercial <br />Amusements Indoor Facility in this zoning district. The concept plans presented on how <br />the interior would be finished out pose no concern, however, there is a need to ensure that <br />proper building and fire code requirements are met. The existing uses of the shopping <br />center include restaurants, a nail salon and other retail business. One input form was <br />received in favor of the petition. Staff recommends approval. <br />The public hearing was declared open. With no one speaking, the public hearing was <br />declared closed. <br />A motion was made by Clifton Fendley, seconded by Michael Mosher to approve the <br />Specific Use Permit for Commercial Amusements (Indoor). Motion carried 5-0. <br />6. Public hearing to act on a petition by the City of Paris to adopt an ordinance amending <br />Chapter 5, Article 5.07, Division 4 Mobile Food Units and Food Truck Parks. <br />Mack states there was discussion regarding the Mobile Food Unit and Food Truck Park <br />regulations at the June Planning Commission work session. That discussion resulted in <br />the decision to hold a public hearing to adopt minor changes in the ordinance. The <br />Planning Staff and Fire Marshal conducted a lengthy review of these ordinance <br />requirements and have provided a number of minor business friendly amendments. <br />Commissioneis reviewed the draft ordinance, which contains recommendations by staff <br />and the Planning Commission for adoption. <br />The public hearing was declared open. <br />Shelby Gilliam, James O'Bryan, and Richard Thompson asked for clarification on some <br />of the amendments. Mack answered questions and provided clarity, <br />The public hearing was declared closed. <br />
