A motion was made by Chad Lindsey, seconded by Michael Mosher to approve the <br />petition. Motion carried 5-0. <br />7. Public hearing to act on a petition by the City of Paris to adopt an ordinance amending <br />Chapter 9, Exhibit B, Zoning Ordinance Section 8, Use of Land and Buildings, regarding <br />the uses in the Office District and Neighborhood Service District. <br />Mack states at the P&Z meeting held on May 3, 2021 there was discussion regarding the <br />Office and Neighborhood Service Districts and the Use Matrix. That discussion was <br />followed up by the Commission at the work session special meeting in June. Staff took <br />direction from city council over a rezoning application that was withdrawn which had <br />concerns about the uses that would be permitted in the office district. Staff spent <br />considerable time working through all of the uses on the Office and Neighborhood <br />Service districts. <br />The public hearing was declared open. <br />James O'Bryan and Richard Thompson asked about the amendments as to how it may <br />affect their properties. Mack reviewed the draft and advised that the changes do not <br />appear to affect their properties. <br />The public hearing was declared closed. <br />Commissioners discussed with. Mack a need to review the Home Occupation Ordinance. <br />A motion was made by Michael Mosher, seconded by Sims Norment to approve the <br />petition. Motion carried 5-0. <br />8. Public hearing to act on a petition by the City of Paris to adopt an ordinance amending <br />Chapter 9, Exhibit B, Zoning Ordinance Section 8-102, Special Uses for a Mixed -Use <br />that is allowable in CA and PD by SUP in the MF -2, GR, C, and LI Districts. <br />Mack states at the June work session the Planning Commission discussed and agreed <br />upon changes to the use matrix by adding the existing definition of a mixed use. The <br />change consists of removing the term "vertical" mixed use and establishing places where <br />that would be allowed permitted by right or by Special Use Permit. This would allow for <br />mixed uses above, behind or below as long as it is the combining of commercial and <br />residential uses. This use would still require following building and fire codes to protect <br />the residential side. Staff is recommending approval. <br />The public hearing was declared open. <br />
