for consideration by the commission. Mr. Flynn requested to revise his submission and
was able to text a PDF of the fagade rendering to Ms. Bedford, who uploaded them for
review in the drop box folder for the special meeting. The renderings that were submitted
by Mr Flynn at the meeting were dated 7-2-2021 and the Flynn's confirmed these were
the actual plan the owners wanted the commission to review.
The commission was able to review the new design renderings. Chairman Dux gave a
brief overview of the project. The door and transom window on the right will go to the
commercial space, and the door and transom on the left will lead to the residence. There
were 5 windows across the center front, in a one over one configuration, and centered in
the middle of the property. The top of the three center windows will cantilever up
vertically. The outer two windows on the right and left, along with the bottom set of
smaller windows across the front were proposed to be stationary. Chairman Dux
reviewed the Design Standards for the Historic District on storefront design found on
page 45. Commissioner Caffey stated that she believed this design submitted would solve
several issues that were present with former designs and come closer to meeting the
design standards for the Historic District. Commissioner Emmite asked what type of
materials will be utilized to build out the front, since these details were not a part of the
new submission. Mr. Flynn stated the windows will be powder coated aluminum. The
pilasters and supporting walls will be covered with recessed wood or hardy panels in
painted polished mahogany. The design was similar to another property in the district.
Commissioner Matthews made a motion to approve the rendering from 7-2-21, and
Commissioner Caffey added to the motion that the aluminum framing will have a powder
coated in a historic color, and the vertical siding will be a solid wood panel and wood
trim painted in a historic color. The motion was seconded by Commissioner Vandiver,
motion carried.
Commissioner Emmite made a motion to recuse the Commissioner Ryan Matthews to
present his application for a Tax Exemption for the rehabilitation of a historic structure.
Motion was seconded by Commissioner Vandiver. Motion carried.
Mr. Matthews presented his invoices and photos of the replacement roof put on his
property located at 39 N. Main. The property was in need of a new room to secure the
envelope. A motion was made to accept the Tax exemption for the Rehabilitation of a
Historic Structure Commissioner Vandiver, seconded by Commissioner Holtman, motion
carried.
A motion was made by Commissioner Vandiver to return Commissioner Mathews to the
dioses, seconded by Commissioner Emmite. Motion carried.
4. Hearing no other business, a motion was made to adjourn at 5:05 p.m.
Submitted by Cheri Bedford
Chair
of 2021
