Item No. 7 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: Cox Airport Taxiway Extension <br />Design Engineering Agreement <br />Hayter Engineering <br />DATE: September 13, 2021 <br />BACKGROUND: <br />Earlier in 2021, City Staff met with developers interested in building new corporate -sized hangars <br />at the Cox Airport. The issue is the Cox Airport is nearly maxed out for available space for <br />hangars, especially of corporate size. The developers were interested in adding their hangars along <br />the primary taxiway, but per FAA regulations you cannot access your hangar with your vehicle <br />from the primary taxiway. In addition, our master plan has smaller access taxiways being built <br />parallel to the primary taxiway for hangar and vehicular access. <br />The developers were told that the City does not have the financial means of extending taxiways, <br />therefore extension would be at their expense. We offered a reimbursement agreement in case <br />others were to attach future hangars to the extension, but they have all decided to back out of this <br />arrangement. <br />STATUS OF ISSUE: <br />Even though the developers all backed out, given the momentum we had during this process and <br />having already engaged our Interim City Engineer, Hayter Engineering, in the process of planning <br />this out for purposes of working with these developers, the City Manager would like to follow <br />through and proceed with designing the taxiway extension in preparation for future development. <br />We would like to design the access taxiway extension shown in the agreement document, which <br />falls in line with our master plan (the exact location is not correct, but our master plan had the <br />access taxiway too close to the primary taxiway anyways, so this is a better option). This way, <br />whenever the City or future developers are ready to build, we will already have bid -ready design <br />and specifications ready to go.
