Regular Council Meeting August 23, 2021 Page 5 A Motion to approve this item was made by Council Member Pilgrim and seconded by Council Member Savage. Motion carried, 7 ayes — 0 nays. 18. Discuss and appoint members to the Charter Review Co -ii mission. City Manager Grayson Path said at the City Council meeting of August 9, 2021, that they approved an Ordinance determining a need for a formal review of the City's Charter that included qualifications of Commission Members and the selection of fifteen members. Council Members made appointments as follows: Council Member Stone appointed Brenda Cherry Council Member Savage appointed Taisley Scroggins Mayor Pro -Tem Hughes appointed Stacy Laddell Mayor Portugal appointed Reeves Hayter Council Member Pankaj appointed Linda Kapp Council Member Knox appointed Matthew Coyle Council Member Pilgrim appointed Lydia Fitzgerald Council Member Stone appointed Mickey Allen Council Member Savage appointed David House Mayor Pro -Tem Hughes appointed James Mitchell Mayor Portugal appointed Connie Dodd Council Member Pankaj appointed Chad Lindsey Council Member Knox appointed Joan Moore Council Member Pilgrim appointed Jessica Holtman Mayor Portugal & Mayor Pro -Tem Hughes jointly appointed Alix Putnam Mayor Portugal said out of these members, they needed to select a chairperson. Council Member Pilgrim made a Motion to nominate Alix Putnam and Council Member Pankaj seconded the Motion. Mayor Portugal asked if there were any other nominations. There being none, Mayor Portugal called for a vote to appoint Alix Putnam as the chairperson of the Commission. Motion carried, 7 ayes — 0 nays. Council Member Savage inquired what happens if someone falls off for a reason, such as illness, job or for whatever reason and cannot serve. He asked about the process for filling a vacant position and inquired if they should point alternates. Ms. Harris said she conferred with the consultant Mr. Edmonds and he said generally they were not filled but that was up to the Council's discretion. Council Member Savage asked the City Council what they thought. Council Member Pilgrim said he was ok with two alternates., Mayor Portugal inquired 1*f City Council wanted to name alternates tonight or wait until their next meeting. Council Member Savage said he would prefer to appoint alternates tonight, because the alternates would be able to attend the meetings from the beginning and not have to play catch up. He asked Ms. Harris if it was legal to do that and Ms. Harris said it was not illegal to do that. Mayor Portugal asked if any Council Members had contacted a third person they may want to nominate as an alternate,. Council Member Savage said he would like to nominate Kenneth Webb. Mayor Pro -Tem Hughes said he would like to nominate Syble Bills. Mayor Portugal asked 1*f there were any
