Regular Council Meeting <br />August 23, 2021 <br />Page 6 <br />other nominations. Council Member Pankaj said if they got to a point that they needed another <br />member that Randy Hider was willing to serve. It was a consensus of the City Council that <br />Kenneth Webb and Syble Bills were appointed as alternate Commission Members. <br />19.0 Discuss and re -affirm that the City Council of the City of Paris will follow State Laws, <br />and not mandate masking and vaccinations related to the CoVid- 19 * <br />Council Member Pilgrim said he was not arguing for or against masks or vaccines but <br />wanted to make sure they followed State Law. He also said Governor Abbott said he was not <br />mandating facemasks or vaccines. Council Member Pilgrim said several business owners <br />contacted him because there was a push behind the scenes for government entities to go against <br />the State Law. Council Member Savage asked if the City had any plans to mandate masks or <br />vaccines, and Council Member Pilgrim said not to his knowledge. Council Member Pilgrim said <br />several cities had gone against State Law by mandating masks. Council Member Savage said the <br />Governor issues mandates and when he saw this item on the agenda, he felt like that was starting <br />a fire and they had no control over what other entities did. Council Member Stone said with <br />regard to mandating masks, kids had a right to be protected. Mayor Portugal read the Oath of <br />Office that was taken by each Council Member and said she did not feel that anyone of them <br />would go against State Law. Council Member Pilgrim agreed, and said he just did not want them <br />to get in a predicament. Council Member Pankaj said his concern was health and safety and 1*f <br />the hospital lost resources, they would need help. City Attorney Stephanie Harris said they were <br />getting off the agenda topic but could place an item on a future agenda. <br />20. Discuss and act on the fiscal year 2021-22 Annual Program of Work and Budgets for <br />Love Civic Center and the Visitors & Convention Council. <br />Lamar County Chamber of Commerce President Paul Allen presented the Love Civic <br />Center and the Visitors & Convention Council budgets and annual programs of work. (See <br />Attachment A) Mr. Allen said the VC&C budget included pulling $50,000.00 from reserves as <br />they had done for the last two years. He said they did not need it the last two years but it would <br />be there i*f needed for a special event. Council Member Pankaj` expressed his appreciation for Mr. <br />Allen's conservativeness and said he was good with pulling $50,000.00 from reserves. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />21. Discuss and provide direction on any necessary edits to the proposed budget for fiscal <br />year 2021-2022. <br />City Manager Grayson Path said City Council had heard budget presentations at the <br />August 9 City Council Meeting and the August 12 budget workshop. He asked City Council 1*f <br />they had any additional questions or if they had any edits. Council Member Pilgrim said all of <br />his questions were answered at the budget workshop. Council Member Pankaj said he <br />appreciated the details that Mr. Path included in his presentation. It was a consensus of the City <br />Council to move forward with the proposed budget. <br />
