Discuss and act on RESOLUTION NO. 2021-027: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING FOR <br />SEPTEMBER 13, 2021, ON THE CITY MANAGER'S PROPOSED BUDGET FOR <br />FISCAL YEAR 2021-2022; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Finance Director Gene Anderson explained that Section 50 of the City Charter and <br />Section 102.006 of the Local Government Code required a public hearing on the proposed City <br />budget. He said staff recommended approval of the Resolution calling a public hearing for <br />September 13, 2021. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />23. Discuss and act on RESOLUTION NO. 2021-028: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING TO <br />RECEIVE PUBLIC COMMENT ON THE CITY'S PROPOSED PROPERTY TAX <br />RATE FOR FISCAL YEAR 2021-2022-09 MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Anderson said Chapter 26 of the Texas Tax Code required a public hearing on the <br />proposed City tax rate. He said staff recommended approval of the Resolution calling a public <br />hearing for September 13 , 2021. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Pankaj'. Motion carried, 7 ayes — 0 nays. <br />24. Discuss and act in support of the proposed tax rate prior to public hearing on same. <br />Mr. Anderson explained the State Comptroller had development seven different versions <br />of the form "Notice of Public Hearing on Tax Increase," and cities determined which form to use <br />based on theroosedpptax rate, no -new tax rate and voter approval tax rate related to each other. <br />Mr. Anderson said for the upcoming fiscal year, the City must use State Comptroller Form 50- <br />876 when publishing the Notice of Public Hearing on Tax Increase. He also said the form <br />included a record vote by Council Members indicating their support or opposition to the <br />Proposed Tax Rate but was not a vote to adopt the tax rate. Mr. Anderson explained that vote <br />would probably occur at a special meeting on September 14. <br />A Motion to use Form 50-876 was made by Council Member Pankaj* and seconded by <br />Council Members Pilgrim and Knox. Motion carried, 7 ayes — 0 nays. <br />25. Receive an update on Package 4 of the 2013 Bond Fund Water Sanitary Sewer <br />Replacement Proj <br />ect. <br />
