Approve RESOLUTION NO. 2021-030: A RESOLUTION OF THE CITY COiJNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND APPROVING A LEASE AGREEMENT BETWEEN THE CITY OF PARIS AND ARCHERS FOR CHRIST FOR THE USE OF CERTAIN PROPERTY AROUND LAKE CROOK; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Regular Agenda 11. Conduct a public hearing on the City's proposed tax rate for 2021-2022. City Manager Grayson Path explained this was required under the Texas Tax Code. He reviewed the tax rate,, and said the notice was published in the Paris News and posted on the City web site. Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to speak about this item to come forward. With no one speaking, Mayor Pro -Tem Hughes closed the public hearing and said there was no action to be taken on this item. 12. Conduct a publIs ic hearing on the City Manager's proposed budget for fiscal year 202 1- 2022. Mr. Path said State Law and the Charter on the City's proposed budget required a public hearing, and that the hearing was published and posted. He also said the proposed budget was filed with the City Clerk on August 9, and at the August 23 City Council meeting, they called for the public hearing. Mr. Path reviewed the proposed budget presentation given at a previous City Council meeting. With no one speaking, Mayor Pro -Tem Hughes closed the public hearing and said there was no action to be taken on this item. 13. Discuss and act on ORDINANCE 2021-028: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING A BUDGET FOR THE ENSUING FISCAL PERIOD BEGINNING OCTOBER 11, 2021, AND ENDING SEPTEMBER 30,, 2022, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE,, A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Finance Director Gene Anderson said the budget Ordinances summarized the revenues and expenses for all budgeted City funds and departments. He also said the proposed budget was reviewed by City Council and a public hearing was held in accordance with the requirements. Mr. Anderson said the proposed budget awaits the City Council's formal adoption through this Ordinance.
