Mack states that Mr. McAfee has requested a zoning change from 2F to MF -2 to permit a <br />planned remodel of the vacant building for a residential dormitory. Previously there was a <br />day care operation for several years at this site. This parcel is a through lot; it is guided <br />for Low Density Residential. The portion of property fronting Pine Mill Rd. is excluded <br />from the rezoning application (which would result in `split zoning' on the parcel). Staff <br />recognizes that Price Street is very narrow and is in need of an upgrade. Staff is <br />recommending approval of the zoning change. <br />The public hearing was declared open. <br />-Scott Hearne, owns property in this area. He is concerned about the narrow street <br />handling additional traffic. Hearne states there is undesired activity currently at the <br />nearby King's Inn Motel and adding another element within a few feet may contribute to <br />the already undesirable. Hearne asked the Commission to deny the zoning change <br />request. <br />Michael McAfee, the applicant states that he understands the concerns of the road issue <br />and the motel across the street. He has visited the site at various times and recently closed <br />on the property. He has begun remodeling which should raise the property value. His goal <br />is to accommodate no more than 25-30 students. McAfee is asking the commission to <br />approve this request. <br />The public hearing was declared closed. <br />A motion was made by Michael Mosher, seconded by Tylesha Mosley to approve the <br />zoning change. Motion carried 5-0. <br />5. Public hearing to consider and take action regarding the petition of Mark Cunningham <br />for a change in zoning fi°om an Agricultural District (A) to a One -Family Dwelling <br />District No. 1 (SF -1) for lots over 1.5 acres and One -Family Dwelling District No. 2 (SF - <br />2) for lots less than 1.5 acres in the Stoneridge Estates Addition, located north of FM <br />195. <br />Mack states the area is zoned as an Agricultural District with the Future Land Use Map <br />guided for Low Density Residential along FM 195 and to the North. The area consists of <br />single-family residences. The intent is to rezone all developed phases with homes to <br />match the current use of the property. All parcels existing and new and proposed lots <br />within the city limits that are or will be 1.5 acres in size or greater, will be changed to SF - <br />1. All existing and proposed new proposed lots less than 1.5 acres in size will be changed <br />to SF -2. To date one public input form has been received in favor of this request. Also <br />received is the dis-annexation request by residents of phase 9 to the City Council. Staff is <br />recommending approval of this zoning change without conditions. <br />2 <br />
